국문 초록

본 논문의 목적(문제의식)은 세계 각국의 재해 및 안전 이슈를 점검하고, 나아가 재해문화와 안전에 관한 대학 혹은 교육의 역할을 고찰하는데 있다. 특히, 사회 안전 구축을 위한 대학의 역할에 주목함으로써 최근 융복합적이고 거대화하는 재해의 프로세스 및 메커니즘을 규명하는 것은 매우 중요한 과제이다. 이상에서 언급한 문제의식과 분석 방법을 바탕으로 다음과 같은 구성으로 논하고자 한다. 제1장에서는 3 11 동일본대지진 및 후쿠시마 재해현장의 대응사례를 중심으로 일본의안전문화에 관해서 고찰하고, 현장(체험) 중심의 재난안전 교육체계가 구축되어야 하는 현상황을 해부한다. 제2장에서는 한국에 안전문화란 존재하며, 과연 중요한 요소인가, 또한재해발생시이와관련해서는무엇이문제인가에관해분석한다. ‘한국의 잃어버린 재해 거버넌스 20년이 초래한 한일간의 위기관리를 둘러싼 재해문화에 관한 격차를 규명하고자 한다. 나아가안전 사회구축을 위한 대학의 역할에 주목하여, 새로 대안을 제시한다. 마지막으로 미래교육이라는 관점 하에 글로벌 시대의 재난과 안전거버넌스 구축을 위한 세 가지 제언으로 결론을 대신하고자 한다. 첫째, 한국의고등학교 및 대학(교)에재난및안전을다루는학과의개설이시급하다. 둘째, 미래형 기초 교양과정으로 <미래사회의 안전> 아젠더가 매우중요하며, 이를 위한 대학의 교육 플랫폼을 마련해야 한다. 셋째, 포스‘5 31 교육개혁으로 관심이 높아지고 있는 새로운 ‘4 16교육체제’구축을서둘러야한다.

영문 초록

The purpose of this thesis is to examine disaster and safety issues among multiple states, and to evaluate the role of the university in safety education and in the formation of disaster culture. By focusing on the university’s role in building safety society, a scrutinization of the processes and mechanisms of enormously complicated disasters remains a significant task. Chapter I scrutinizes the Japanese disaster (safety) culture as it concentrates on response cases from Fukushima, the 3･11 East Japan Earthquake. It highlights the current need of field-experience-based safety education for disasters. Chapter II analyzes the significance and problems of disaster (safety) culture in Korea. This thesis attempts to investigate the existing gap in disaster culture between Korea and Japan since the Korea’s lost two decades in disaster governance has originated this issue. By focusing on the role of the university in building a safe society, this thesis also suggests an alternative approach. Therefore, three proposals are given in Chapter Conclusion to construct a disaster and safety governance in the globalized world under the perspective of future education. First, the need to establish a disaster or safety-related major in higher education facilities, such as high schools or universities. Second, the safety of future society is a significant agenda and the education platform must be provided in the university. Third, the establishment of the “4･16 Education System” must be hastened.
