유라시아 이니셔티브관점에서의 한 ․ 중 해저터널과 목포 ․ 제주 해저터널의 선택전략

국문 초록

한국 정부는 현재 유라시아 이니셔티브를 시행하고 있지만 북한 리스크로 인하여 유라시아와 직접 연결이 쉽지 않은 상황에 처하고 있다. 이러한 상황에서 현재 목포와 제주를 연결하는 해저터널의 건설이 재논의되고 있고 한 ․ 중 해저터널의 건설도 시급한 상황에 있다. 현재 제주신공항건설이 본격적으로 추진되고 있어 향후 Two Airport체제로 운영될 예정이다. 그러나 제주도의 신공항건설과 배치되는 목포 ․ 제주 해저고속철도의 건설이 재논의되고 있다. 따라서 목포 ․ 제주 해저터널과 한 ․ 중해저터널이 한국의 유라시아 이니셔티브 차원에서 어떻게 접근되어야 하는가를 살펴볼 필요가 있다. 특히 제주신공항건설과 제주-호남고속철도는 동시에 추진할 수 없는 사업이기 때문에 이에 대한 충분한 검토가 필요하다. 따라서 본 논문은 유라시아 이니셔티브 차원에서 목포 ․ 제주 해저터널과 한 ․ 중해저터널에 대한 전략적 선택을 논하고 한 ․ 중 해저터널의 당위성을 모색하여 한국의 유라시아 이니셔티브를 성공적으로 추진할 수 있는 물류네트워크의 효율적 구축에 기여하는 것을 그 목적으로 한다.

영문 초록

Purpose : The purpose of this paper is to contribute to the efficient construction of logistics network for successful enforcement of Eurasia Initiative by studying the strategic selection of Korea-China Undersea Tunnel and Mokpo-Jeju Undersea Tunnel in view of Eurasia Initiative. Research design, data, methodology : This paper is composed of five chapters. Chapter Ⅰ deals with the introduction of this paper and Chapter Ⅱ explains the previous studies and Eurasia Initiative. Chapter Ⅲ deals with the issues of Korea-China Undersea Tunnel and Mokpo-Jeju Undersea Tunnel and Chapter Ⅳ deals with Korea-China Undersea Tunnel strategies for Eurasia networking. Chapter V concludes this paper. R esults : This paper finds the importance of Korea-China Undersea Tunnel in view of Eurasia Initiative and for Eurasia networking there are strategic approach for excluding North Korea’s Risks, cooperative project between Korea and China for constructing Korea-China Undersea Tunnel, long term construction of logistics network based on Korea-China Undersea Tunnel and construction of logistics network based TKR in consideration of the openness of North Korea. Conclusions : This paper concludes that Korea-China Undersea Tunnel in view of Eurasia Initiative is needed and Korea-China Undersea Tunnel could be justified.
