영문 초록

The purpose of this paper is to examine conflicts between public parties in public rented housing programs. The Korean govemment has implemented one million renta1 housing program to solve low-income housing problems since 2003. A clash of interests, va1ues, actions or directions often sparks a conflict. One should not confuse the distinction between the presence and absence of conflict with the difference between competition and co-operation. In competitive situations, the two or more parties each have mutua11y inconsistent goa1s, so that when either party tries to reach their goa1 it will undermine the attempts of the other to reach theirs. The main causes of conflicts between public agencies are due to the unrea1ity of schedule, shortage of fiancing, unclear shared responsibility. We try to examine conflict management in the case of public renta1 housing program through the concept of govemance. We do believe that the concept of ’govemance’ should be applied to solve the problems of conflicts. A fair govemance implies that mechanisms function in a way that a110ws the agents to respect the rights and interests of the stakeholders, in a spirit of democracy. It has a1so been used to describe the "proper functioning of institutions and their acceptance by the public". And it has been used to invoke the efficacy of govemment and the achievement of consensus by democratic means(pticipation).
