영문 초록

In Korea, flood damage amounts to 78% among natural disasters on average a year. We experienced huge flood in 1999 and also suffered from a flood due to unplanned development in Yongin city area this year. It is the time that the necessity of flood prevention is keenly needed since the lack of urban and regional planning thus induces natural disaster. On the understanding that recent flood damage is mainly caused by man, this study presented desirable direction for land use planning considering flood damage and introduced NFIP(National Flood Insurance Program) executed in United States for the purpose of reviewing the possibility of introducing the public insurance program into Korea. The paper dealt with urban area flood frequently occurs induced the necessity of land use planning considering flood damage through the investigation of a case of Jackson. Mississippi which experienced vast flood in 1979. The authors also examined current land use control in Korea. As results, even if there are a few contents (articles) about flood damage on both city base planning and zoning in urban planning law, the law has some problems in terms of reality because it only presents abstract principles and does not presents provisions requiring action for flood prevention. Even though Building Act and its code show some detailed articles requiring action for flood prevention, it also has a high possibility of not translating into action in that central government shuffles decisions on the action on to local government. We concluded that central and local governments should use both national flood insurance program and zoning in order to efficiently prevent frequent flood damages in urban area after reviewing the NFIP although the program partially has come into effect on flood prevention.
