영문 초록

The purpose of this study is to identify the characteristics of Saemaul Undong(hereafter, SU) in the 1970s as a modernization project. The findings of this study are as follows. First, the primary goal of SU was physical modernization achieved by the western society before the backward society. However, the means employed by the movement were suggested through authoritarian and collective value, which is often found in developing countries. Second, the modernity run after by SU encouraged women`s participation. Third, the people`s participation in SU appeared as formal participation and substantial mobilization regardless of the official slogan. Fourth, the government established a typical form of community development in promoting SU. All the communities strove to follow the form. Consequently, SU managed to achieve the economic growth of the rural society and infuse modern consciousness into the rural community. However, the accomplishment of SU was outshone by mass outmigration of the peasants and the dissolution of the rural community somewhat relating to the project. Also, SU contributed to the growth of the urban manufacturing sector as making the rural community function as the hinterland of the city.
