The purpose of this study is to evaluate project for redeveloping housing developments and to suggest reform measures in terms of both regulation and development. From fifteen redevelopment project areas in Taegu Metropolitan City, eight recently redeveloped districts with over 300 households each were selected as research targets. Two categories of evaluation results are discussed for these projects. First, in terms of regulation of the redevelopment projects, several results were evaluated as negative. These are the laws relating to redevelopment, the gap between actual residence density and high-level planning, the deficiency of definite criteria on public facilities, the upgrading of the target occupants, and the level of return of development profit to society. Second, in terms of development, the results evaluated as negative are the possible relation of laws related to housing project redevelopment, the deficiency of criteria for permitting redevelopment, the decrease in availability of small housing units, the standardization of housing complex plans, the deterioration of residential environments, the deficiency of public supervision in promoting the projects, class conflict, and the management of housing-developments. Several reform measures are suggested on the basis of the evaluations performed. The primary reform measure in terms of regulation is to enhance supervision at the level of urban planning. This would include establishment of basic plans for redevelopment revision of pertinent laws, reinforced evaluation of effects, and analysis of project results. In terms of development the primary reform measure is to secure the public value of redevelopment projects, including eradication of factors that may encourage possible speculative behavior, re-establishment of selective criteria for the projects, enhancement of public superintendence of them, and making the management of the housing projects more effictive.
