영문 초록

While rapid economic growth and industrialization has been accomplished through a series of the Five-Year Economic Development Plan since 1962, deepened regional and industrial disparity has made agricultural sector to be shrinked and faced with difficulties. Furthermore, the recent Uruguay Round agreement accelerates its decline so that the circumstances make it urgent to search the development startegies for the sector which cannot be discarded only with its non-economic aspects. But its growth is never impossible if any governmental support program such as rural industrial park(RIP) to raise non-agcicultural income in rural areas. This paper aims to evaluate the RIP program of Kyong-Buk region launched in 1987. At present of 1993, only about 60% of the employees is supplied with rural residents and the products per firm range over fromr 380 to 520 million won per year. But the operation of the firms invited in the RIP does not seem active because the average operation rate is appeared under 80% for 172 firms surveyed, and under 60% even in the one quarter of them. The inactivity is analyzed to arise from the shortage of investment and facilities, and the difficulty in marketing. For the development of RIP, more active government leading support is required as follows : (1) investment incentives and on-site banking facilities provision ; (2) labor force training programs ; (3) regulation reduction and (4) pollution enterprise control, etc.
