영문 초록

Regional policies in a country can not be understood without due consideration of country-specific characteristics. Korea`s regional policies during last three decades have been characterized by rather simple nature compared with other heterogeneous countries, synchronization of local-central and regional-national problems, and spatial consequence of non-spatial policies which tend to minimize spatial policies. Questions have been raised. "Are there really regional policies in Korea?", "If so, what have kinds of regional policies existed?" Answers are not very encouraging, largely due to inherent and die-hard syndromes, namely departmentalism among central ministries, negative regionalism and regional rivalry, and parochialism among technocrats and experts. To overcome these stalemates, institutional reforms including the establishment of national planning system and the introduction of bottom up local planning system. Realocation of revenues between central and local government and local tax system reform in faver of local government is needed.
