영문 초록

Rent control has been a subject of controversy in Korea. This paper reviews the effects of rent control and its empirical evidences. Rent control can have adverse economic on the production of additional rental housing units, maintenance of existing units, and resources allocations in the capital market. Such controls also affect both renters and homeowners in many ways, creating a complicated behavior pattern of market participants. Rent control is also an inequitable and inefficient form as an income redistributional social policy. This paper points out that the sudden rise of rental price during the winter period, 1990 can be explained more explicitly by `efficient market theory`.
