영문 초록

People`s desire to escape from the oppressive environment of congestion in cities accelerates the trend toward suburban growth. Meanwhile, the goal of local administrations must be a balanced of land and services within the economic capacity of a city to achieve and maintain the quality of environment. Therefore, the right to develop property must be coupled with responsibility to assume the burden of cost it imposes or the public. The management of community growth and development is not a new technique, but never has been effectuated in spite of the establishment of the Capital Area Growth Control Law since 1982. This paper deals with the overall aspects of the growth management plan as not only the bridge between planning and development but also the evaluation system used to determine if the proposals can be accomodated with the fiscal abilities of the community without causing existing residents to assume an unreasonable tax burden. Of course there are not a few critical factors in acceptance of the management process. Thus, the paper also discusses the application of moral principles to growth management.
