교육전문직 제도 운영의 쟁점과 과제

국문 초록

교육전문직 제도는 우리나라 교육행정 및 장학의 중추를 담당하고 있는 제도로 우리나라 교육행정 행위에서 매우 중요한 의미를 갖고 있다. 본 연구는 현행 교육전문직 제도관련 선행연구 및 논의들이 갖고 있는 제반 문제점과 한계점들에 대한 인식을 바탕으로 교육전문직 제도를 둘러싼 쟁점들을 종합적으로 고찰하고, 이에 터해 교육전문직 제도 정상화를 위한 구체적 실천 과제를 제시하는 데 목적이 있다. 본 연구를 통해 교육전문직 제도를 정상화하기 위한 구체적 실천 과제로 1) 선발ㆍ임용의 경우, 외 부 심사위원 참여 확대, 감사 및 감리 제도 강화, 그리고 지필위주 평가 지양과 전문성 검증 전형 개발 을, 2) 양성ㆍ연수의 경우, 연수시스템의 체계화와 연수내용에 교육현장의 변화에 대응하기 위해 지원 및 평가 영역 비중 확대를, 3) 평가ㆍ인사 경우, 전직 금지나 제한적 허용으로 전직제도 운영의 효율성 극대화, 직렬 다양화와 직급 다단계화 등을 정책 실천 과제로 제안하였다.

영문 초록

The purpose of the study is to analyze pending issues and explore policy measures of the Korean school supervisor system. To accomplish this purpose, many issues of the Korean school supervisor system are analyzed and the desirable policy actions are suggested in terms of the selection & appointment, the training & education, and the personnel evaluation & management. The results of this study are follows; First, in terms of the selection & appointment, the school supervisor system should include more outsider experts in the judging committee to secure the fairness in the process of selection. The school supervisor system also should develop better evaluation tools in order to verify professional qualification of the examinees. Second, in terms of the training & education, the present training programs for the professional development should be well-systemized in order to improve the school supervisors’ competencies and respond to the needs of school and school supervisors. Finally, in terms of the personnel evaluation & management, the transfer of the positions between supervisor and vice-principal should not be permitted or minimized for accumulating professional experiences as well as checking and balancing each functions. The school supervisor system should be reorganized into 3 functional parts in order to meet the needs of planning and managing, supporting, and evaluating in personnel administration.
