영문 초록

The purpose of this paper is to analyze anti-corruption efforts of non-governmental organizations in Korea, and to evaluate their performance during the past 10 years. Since corruption is closely related to the interests of policy-makers and implementers of governmental organizations, NGOs can play an important role in preventing and curing their corruptive behaviors. During the past 10 years, major NGOs such as CCEJ(Citizens Coalition for Economic Justice), PSPD(Peoples Solidarity for Participatory Democracy), CCBG(Citizens Coalitions for Better Government), Citizens Action Network, TI-Korea have been emerged. Their anti-corruption activities can be grouped into four categories: anti-corruption legislations, inspecting and prosecuting corruptive behaviors, publications of corruption and anti-corruption indices of national and local governments, anti-corruption education for public officials and citizens. Among the four categories, NGOs have been most successful in the anti-corruption legislation efforts forcing National Assembly to enact Corruption Prevention Act in June 28, 2001 and Money Laundering Prevention Act in September 3, 2001. However, the impacts of NGOs efforts in the other categories have been rather limited because of insufficient trained personnel and budgets.
