CPTED를 활용한 대테러 적용 요소와 기법에 관한 기초 연구

국문 초록

특히 최근의 테러양상은 특정국가와 지역을 초월하여 전 세계가 공격목표가 될 수 있다는 특징을 나타내고 있으며, 테러의 대상 또한 무고한 불특정 다수의 일반시민으로 무차별적화되고 있는 실정이다. 테러에 의한 피해는 인명피해 뿐만이 아니라 경제적 손실, 일반 시민들의 공포감 극대화 등 그 심각성과 영향정도가 막대한 수준으로 나타나고 있는 바, 폭발물에 의한 테러를 사전에 예방하고 피해를 최소화시키기 위해 많은 연구가 진행되고 있다. 다중이용시설에 대한 테러의 위협은 그중에서도 가장 심각하게 고려해야할 요소이며 이에 따른 건축물 테러를 예방하기 위해 CPTED적 관점에서의 대테러 적용설계기법 개발이 필수적이다. 그간 국내에서 진행한 테러예방 건축물 설계 및 디자인 연구의 주요 내용은 의심되는 차량을 건축물로부터 분리하고 접근을 제한할 수 있도록 대지경계의 도로를 건축물로부터 충분히 이격시키고, 대지경계부의 볼라드(bollard) 설치 등을 통해 차량 통과를 불가능하게 하거나 제한통행의 방식으로 계획하는 방안을 제시하였다. 또한 개인이 소지하거나 우편물 및 택배로 배송된 폭발물에 대해서는 검사공간과 하역공간, 주차공간을 건축물의 주요공간으로부터 분리하여 설치하고 실내로의 출입이나 반입을 통제할 수 있는 방안을 고려할 필요가 있다, 또한 폭발이 발생할 경우에도 피해를 최소화하기 위해 기둥 등의 주요 구조재가 노출되지 않도록 하고, 건축물 저층부의 유리를 강화하여 비산 파편이 발생하지 않도록 설치하며, 폭발로 인한 압력을 증폭시키지 않고 해소할 수 있는 건축물의 형태와 실내 공간 구성을 고려할 수 있다.

영문 초록

The trend of recent terrorism is characterized by potential attacks to the whole world beyond certain countries and regions. As a result, the target of terrorist attacks has been broadened to innocent unspecified people. As the severity and effectiveness of damage caused by terrorist attacks are found to be huge, including death or injuries of people, economic loss and maximized fear of normal people to terrorist attacks, many studies have been conducted to prevent terrorist attacks (i.e. with explosive) in advance and minimize the damage afterward. Among them, terror threats to public facilities shall be taken most seriously. Therefore, it is necessary to design and apply anti-terrorism activities from the perspective of CPTED in order to prevent attacks to buildings and structures. In the past, Korean studies on design of a building to prevent terrorist activities suggested a method to secure enough space between the boundary of a road and a building for separation and access prevention of suspected vehicles from/to a building and install a bollard at the boundary of a road to not allow suspicious vehicles to pass through and only allow limited traffic In addition, a method to separately install inspection, unloading and parking space for explosives held by a person or sent by a logistic company and control incoming explosives to the inside of a building shall be considered. Furthermore, main structural materials shall not be exposed to minimize damage and windows in a low floor of building shall be strengthen to prevent scattering, in a case of explosion. The shape and space of a building shall be configured to reduce and release pressure created by explosion.
