국문 초록

2015년 11월 13일 이슬람 과격단체 IS(Islamic State)에 의해 발생한 파리 테러 사건은 제2차 세계대전 이후 가장 잔혹한 참상이었고, 이에 프랑스 정부와 국제사회는 발 빠르게 공동대처 하고 있다. 9.11 테러 사태를 계기로 세계는 상존하는 테러의 위력을 실감했고, 전통적 테러리즘과 뉴테러리즘이 공존하는 위협 속에 살아가고 있다. 현대 테러리즘은 초국가성(transnationality)을 띠면서 무차별적 폭력성을 수반한다는 점에서 전쟁 스펙트럼 상 전면전을 초월할 정도의 고강도 전쟁으로 자리매김하게 되었다. 오늘날 아랍지역의 심각한 경제적 문제와 더불어 정권들의 통치상의 무능 그리고 낮은 교육수준 등으로 이슬람 근본주의의 위협적인 활동이 지속되고 있다. IS는 불과 2년 사이에 모체인 알카에다를 능가하는 세계에서 가장 위협적인 테러 단체로 급성장하였다. 이 단체는 국제사회의 공공의 적으로서 공포의 대상이 되고 있다. 파리 테러 사건은 실제 복잡한 요인에 의해 자행되었다. IS 테러 사건 발생과 대응과정에서 대규모 피해는 폭력이 폭력을 낳는 악순환이 반복되고 있다. IS는 이미 국가조직 형태를 갖추고 광활한 지역을 장악하고 있으며, 궁극적으로‘칼리프 부활’을 목표로 하고 있다. 최근 들어 대형 테러 사건이 IS의 소행으로 밝혀지면서 국제사회는 협력하여 IS를 척결해야 한다는 목소리가 높아졌다. 국제 동향에 동참하기로 결정한 한국도 IS 테러 대상에서 자유로울 수 없는 입장이다. 따라서 충격적인 파리 테러 사건의 실상과 IS가 급진화 하는 실태를 분석하고, IS의 활동을 전망함으로써 미국 등 국제사회와 한국의 대응방안에 관하여 논의하고자 한다. 또한 반테러를 위한 방안으로 지구촌에서 발생하고 있는 불평등, 소외, 차별 등 다양한 문제점들을 다시 한 번 성찰할 계기가 필요하다.

영문 초록

Paris terrorist attacks that occurred on November 13 2015 by the Islamic militant group IS (Islamic State) was a most cruel devastation after World War II, so the French government and the international community has been quick to respond jointly. The world experienced the power of the terrorist attacks since 9/11 incident, and can live in coexistence of both traditional terrorism and new terrorism. Modern terrorism has become established as high-strengthened wars beyond the full spectrum war, because of its indiscriminate violence while the transnationality. Due to the incompetence of the ruling regime with serious economic problems in the Arab region and the low educational level of the people, the threat of Islamic fundamentalism as such activities are being continued as of today. IS was the fastest growing in the most dangerous terrorist organizations in the world to surpass the mother of al-Qaeda in just two years. They have been the subject of a horror as a public enemy of the international community. Paris terrorist attacks were carried out by a complex of factors. In the IS terrorist incident response process and extensive damage is a vicious cycle of violence lays the violence being repeated. It IS may already have a national organizational forms dominate the open areas, and ultimately aims to ‘revive the Caliph’. As recent events have turned out to be the work of a large terrorist IS the international community should tackle the IS voice rose to cooperate. The Korea decided to join the international trend is also not free from its target position. Therefore, the reality of the IS shocking terrorist attacks in Paris, we analyze the situation evolving class. In addition, the views and activities of the IS, and the United States would like to discuss countermeasures to the international community and in South Korea. And ways in which inequality occurs in the world for counter-terrorism, alienation, discrimination, etc. are needed once again an opportunity to reflect on various issues.
