국문 초록

선진국들은 증권을 발행하여 자금을 조달을 하는 경우가 많으며 자금회수 문제는 평가기구의 평가를 받아 확정되고 있다. 이것은 투자자와 피투자자간의 위험을 축소시키고 신뢰성 증가로 인해 국제적으로 인정된 평가방법으로 이루어지고 있다. 미국은 회사가 채권을 발행하는 재무활동이 19세기부터 현재까지 발전을 지속해오고 있으며, 일본은 1970년부터 시작되었으며 몽골은 증권시장이 1990년부터 발전할 기회가 이루어졌으나 최근 1년 반쯤 기간에 새로운 증권발행회사는 없는 상황이다. 장기간에 채무 회수보증이 없고 사전평가제도가 없기 때문에 증권자본시장은 침체상태에 있다. 몽골은 국제적으로 인정된 증권자본시장의 평가방법을 몽골의 특정조건에 맞춰 사용할 필요가 있다고 사료된다.

영문 초록

Bond financing is one of the most applied financing methods in developed countries and its repayment guarantee is assessed and evaluated by credit rating organizations. This is an activity aimed to reduce a risk of investors and to increase their trust toward debt financing and the evaluation itself is based on the internationally accepted techniques. While a bond financing process along with its rating has evolved in USA since the late 19th century, it has only taken shape in Japan since 1970’s. Mongolia gained opportunities to develop stock market from 1990s, but lately, over a year and half, there are no companies that have issued new bonds in Mongolia. This stagnant situation is occurred due to the lack of repayment guarantees for long-term borrowings and absence of credit ratings. Hence, it is deemed necessary that Mongolia has to introduce and use the internationally accepted credit rating techniques adapted to the specific country conditions.
