국문 초록

학교통폐합은 전 세계적인 현상이며, 폐교학교의 학생 및 학부모, 지역사회에 매우 심각한 영향을 줄 수 있다. 그럼에도 한국에서는 학교폐교를 위한 의사결정 과정에서 학교폐교의 영향을 평가하는 시스템이 구축되어 있지 못한 실정이다. 이러한 맥락에서 본 연구의 목적은 학교통폐합을 위한 합리적 의사결정 모형을 적용하고 있는 미국과 호주의 사례를 분석하여 한국에 주는 시사점을 확인하는 것이었다. 본 연구에서 확인한 미국과 호주의 교육영향평가 영역은 교육적 측면과 재정적 측면뿐 아니라 환경적 측면과 사회·문화적 측면 등 다양한 분야에 대한 사전 평가를 하고 있었다. 교육영향평가의 준거 차원에서는 미국과 호주가 유사한 준거를 사용하고 있었으며, 차이점은 미국의 경우에는 폐교 대상 학생에게 미칠 수 있는 부정적인 영향과 재배치될 학교의 교육력을, 호주의 경우에는 지역사회의 경제적, 사회적 및 환경적 변화 상황에 초점을 맞추어 평가하고 있는 특징을 가지고 있다. 학교통폐합으로 인한 사회적 갈등은 불필요한 사회적 비용을 요구하기 때문에 한국에서도 늦은 감은 있으나 빠른 시일 내에 교육영향평가제를 도입할 필요가 있다.

영문 초록

Students and their parents in rural areas are faced with serious problems resulted from the small school closure. Nevertheless, Korean decision-making system for school closure has not applied a rational model collecting data relating to the impacts of school amalgamation on them. The purpose of this study was, therefore, to provide some suggestions for introducing an educational impact assessment(EdIA) system in Korea. In order to achieve the aim of this study, the two EdIAs of US and Australia were compared and analyzed to find some similarities and differences between them. The findings of this study can be summarized as follows; First, the two EdIAs from the compared countries collected data with respect to four areas including educational, financial, environmental and social aspects. Second, in terms of the criteria for the decision-making of school closure, there were some similarities between the two systems. The study also found some differences between them. For example, the American system is more focused on the impacts of students’ academic achievement and their new school lives. On the other hand, Australian system was more likely to be concerned with the change of local community in terms of social, economic and environmental aspects. Finally, the study suggested that Korean EdIA system should be introduced as soon as possible, as it is likely to reduce social conflicts caused by school closure.
