분단극복을 위한 북아일랜드 통합교육운동의 역사적 성격

국문 초록

본 논문은 북아일랜드에서 분단극복 교육활동의 하나로 실천되고 있는 통합교육운동의 역사적 의미를 현장연구를 통해 탐색한 결과물이다. 1921년 식민지배로부터 해방되자마자 분단사회로 귀착된 북아일랜드에서, 분단 고착화에 기여하는 기존의 종파적, 선별적 교육제도를 버리고 통합교육(integrated education)을 통해 미래세대를 육성하자는 '모든 아이들을 다 함께(All Children Together)'운동이 1970년대에 지역학부모들의 주도로 태동되었다. 1981년 처음으로 ‘라간중등학교’가 설립되어 현재 약 7%의 학교가 통합학교의 틀을 갖추고 있다. 1998년 벨파스트평화협정에서 통합교육을 북아일랜드가 지향해야 할 평화교육적 지표로서 명문화하긴 했지만, 오늘날 통합교육이냐 공유교육(shared education)이냐가 이슈로 되어 있다. 평화협정 이후 사회갈등에 대처하는 평화교육의 방향이 상호이해교육에서 시민성교육으로 전환되고 동시에 분단극복을 위한 통합교육이 공유교육 개념에 의해 도전받고 있는 상황에서, 통합교육이 가지는 실천적 의미에 대한 재조명이 요구된다.

영문 초록

This paper put the emphasis on exploring the historical characteristics of integrated education movement for the purpose of overcoming the division in Northern Ireland through the field study. Divided since the liberation from the British Colony in 1921, Northern Ireland has been fixed to the segregation according to the religious and selective educational system. Thus in the name of integrated education for the peaceful future, ‘All Children Together(ACT)’ movement by the local parents inaugurated in the 1970s, and the first integrated school, Lagan College was established in 1981 with presently being integrated schools 7% of the whole school population. In spite of being designated as a peace education goal to go toward in Belfast Peace Agreement, integrated education is being in dilemma confronting with the contested term of shared education. In post-conflict, post-GFA Northern Ireland, shifting from education for mutual understanding(EMU) to citizenship education with the integrated education being challenged by the shared education, it is needed to think thoroughly the practical meaning of the social integrated education for the peaceful future of Northern Ireland.
