ARWU 자료를 활용한 한국 대학의 글로벌 경쟁력 비교

국문 초록

이 연구는 세계대학학술순위(ARWU) 지표의 분석을 통해 우리나라 대학들의 글로벌 경쟁력을 높일 수 있는 방안을 모색해보기 위해 수행되었으며, ARWU, ARWU-Field, ARWU-Subject 중에서 ‘ARWU 2015’ 보고서의 대학별 종합 순위와 지표들을 연구의 대상으로 하였다. 그리고 해당기관의 웹사이트에서 자료를 수집하여 분석하는 조사연구방법을 사용하였으며, 주요 통계기법으로는 평균분석, 교차분석, 변량분석, 요인분석, 회귀분석 등을 실시하였다. 우리나라의 국가별 종합 순위는 ARWU, ARWU-Field, ARWU-Subject에서 각각 21위, 14위, 15위를 차지하였다. 대학별 랭킹의 경우 100위권 안으로 진입한 대학은 없었으며, 서울대가 100~150위권에 위치하였고, 200위권에는 5개교, 300위권에는 2개교, 그리고 400위권에는 4개교가 자리하고 있었다. 그러나 100위권 이후의 총점지표와 순위자료가 제시되지 않았기 때문에 이를 산출할 수 있도록 모형을 개발하여 100위 이후 대학들의 총점지표와 순위자료를 산출하여 분석하였다. 우리나라의 대학들은 단기간에 노벨상과 필즈상 관련 지표 값을 개선하기 어렵기 때문에 저명 학술지(N&S)에 실용적인 논문을 많이 게재하여 피인용지수(HiCi)를 높이는 전략의 수립이 요구되며, 인용 색인에 수록된 논문의 수(PUB)를 높이는 방안도 차선책으로 고려해볼 필요가 있다. 그리고 교육부와 한국대학교육협의회에서는 ARWU와 연동되는 국내평가 시스템을 구축한 후, 개별 대학에 대한 순위 모형을 개발하여 각 대학들이 중장기 발전계획의 수립과 운영에 활용할 수 있는 방안도 함께 모색할 필요가 있다.

영문 초록

This study was performed to explore for the strategy to improve global competitiveness of Korean universities using the report 2015 of ‘Academic Ranking of World Universities’. The data for this study were mainly collected through quantitative research method. As a result, it found that the world ranking of South Korean universities was taken the 21th by countries. And she was ranked in each the 14th and the 15th in the area of ARWU-Field and ARWU-Subject. No one of Korean universities was in the top 100. Seoul National University was seated in the top 150 only one. And 12 universities were named in the top 500. Also A regression model was developed for the universities ranked in 101~500 because ARWU 2015 report was not serviced the total score with individual ranking for them. And it was used to calculate the individual ranking with total score. Korean universities have some difficulty to improve score because they are against any Nobel Laureates with Field Medalists. Hence they need to try a few more for improving a number of papers published in Nature or Science, for increasing a number of highly cited researchers. Beta of regression model was high N&S, PCP, HiCi, and PUB in that order. Korean Universities need to be focused on N&S because their PCP score is high. And they should try to keep down the number of students each professor. The Department of Education and the Korean Council for University Education also need to try to find the strategy of interactive operation between ARWU and theirs. If it comes true, most of Korean universities will take advantage of it actively for designing of medium and long term strategy.
