1909년 영국 인민예산에 나타난 '사회주의' 담론의 정치적 성격

국문 초록

본 논문은 1880년대부터 영국의 정치무대에 본격적으로 등장한 ‘사회주의’라는 표현의 정치 담론적인 성격을 연구하는 장기 연구과제의 일환이다. 1909년의‘인민예산’은 사회개혁의 재원을 마련하기 위해 대토지를 보유한 최상위 부유층에 직접세를 부과하자는 내용을 그 핵심으로 하고 있었다. 집권당이었던 자유당은 이 예산안이 보수당 세력이 주도권을 행사하고 있던 상원의 거부권 행사로 인해 입법화에 실패할 위기에 처하자 상원의 권한을 대폭 축소하는 헌정 개혁을 통해 예산안을 통과시키려고 하였다. 보수당은 자유당의 이러한 시도를 영국의 전통에 맞지 않는 혁명적이고 ‘사회주의’적인 성격의 극단적인 조치라고 비난하며 여론에 호소했지만 결과적으로는 자유당에게 패배하고 말았다. 그 결과로 상원의 권한은 대폭 축소되어 하원을 통과한 법안에 거부권을 행사할 수 없게 되었다. 그런데 이 과정을 분석하는 상당수의 역사가들은 당시의 ‘사회주의’란 것이 실제 사회주의 이념이나 사회주의 세력이 발전한 것을 반영하는 것이 아니라 자유당이 제안한 국가 주도의 사회개혁을 비판하기 위해서 보수당이 일시적으로 활용한 정치공세였다는 사실에 제대로 주목하지 않는다. 본 논문은 ‘사회주의’라는 용어가 인민예산과 상원개혁을 둘러싼 논쟁과정에서 다양한 방식을 통해 동원된 방식을 분석함으로써 당시 영국 중앙정치 무대에서 사회주의의 실체와 ‘사회주의’ 담론 사이에 존재했던 괴리를 드러내고자 한다.

영문 초록

This article is a part of the author’s long-term research on socialism as a political discourse, which began to be utilized by British politicians in the 1880s. In the debate on the People’s Budget and following issues about the powers of the Lords, conservative commentators supported the strategy of the Unionists (and Conservatives) to divert public opinion from the core issue on the conflict between the people and the peers by emphasizing the “Socialistic” character of the Liberal financial policy and exaggerating its influence. In order to strengthen their allegation, most commentators depended upon the conservative definitions of “Socialism” accumulated during the past two decades. When David Lloyd George proposed the Budget, not only the Conservatives but also some Liberals, who were worried about the Budget’s potential damage to the rich, began to criticize it for accepting “Socialistic” principles. By this process, the conservative commentators took control over the language of socialism, particularly because authentic socialist organizations did not contribute much to the debate on the question of “Socialism” at Westminster. Therefore, apart from the series of political events which led to the electoral victories of the Liberal Party, the language of socialism still belonged in the hands of the conservative commentators. Socialism in Britain began to look more closely related to the Liberals rather than to socialist organizations. State-aided social reforms were now regarded as “Socialism” in Britain. Historians should pay more attention to the political circumstances in this period, and be careful not to regard the development of the political language of “Socialism” as the advance of authentic socialistic ideas or movements.
