국문 초록

본 연구의 목적은 공공토지의 비축에 관한 법률의 시해에 따라, 성공적인 공공토지비축제도의 실현을 위해 공공개발용 토지의 비축을 위한 대상지 선정과 공공비축토지의 정책사업 등을 종합적으로 고려해야 한다는 문제 인식하에 비축대상토지의 선정시 고려해야할 요인을 규명하고 항목간 상대적 요인등을 도출함으로써 비축대상지 선정의 객관성 확보를 통한 합리적인 의사결정의 준거를 마련하고 나아가 정부의 토지비축정책 수립시 기초자료를 제공하는데 있다. 연구결과 첫째, 공공토지비축제도와 관련한 기초개념을 명확히 정립한다. 둘때, 토지시장의 안정 및 공익사업용지의 원활한 공급이라는 목표를 실현한다. 셋째, 공공토지비축사업으로 선정된 대상사업지의 지가변동 현황 등을 조사 및 분석한다. 넷째, 공공토지비축 관련 전문가의 자문조사 등을 통하여 조사하고 도출된 개선방안 등을 모색한다. 따라서 향후 전문가를 활용한 공공개발용 대상비축 토지선정기준의 마련과 관련된 부문을 보다 심도 있게 구체적으로 다루어 공공토지비축대상 토지선정기준의 준거, 향후 공공토지비축제도의 제도개선과 활성화 방안 등 각종 제도의 발전방향을 마련한다.

영문 초록

The purpose of this study was performed in accordance with the Act on public land bank, business and policy issues that such a comprehensive consideration of successful public land bank system selection and designation of reserve land for public reserve land for public development for the realization of recognized under the identification of the factors to consider when selecting a target reserve land to provide a conforming provision of further government decisions and policies of land reserves based upon data obtained through the objectivity of the reserve designation chosen by deriving such items between relative factor has to. Fourth, the research in consultation survey of public land reserves and related professionals seeking such improvements derived. Thus, for future professional development utilizing public reserve land subject in more depth the sectors related to the provision of the selection criteria allowing targeted specifically addressed public land reserve land selection criteria for conformity, future public land bank system of institutional improvement and Revitalization various institutions establish a development direction.
