정부청사 방호직공무원 채용제도의 발전방안에 관한 연구

국문 초록

신종범죄가 증가하고 급변하는 현대사회에서 테러 공격은 국가중요시설과 공공시설에서 자주 발생하고 있다. 또한 남북이 군사대치 상황에 있는 현실에서 국가중요시설의 방호업무는 점점 중요해지고 있는 상황이다. 현재 국가중요시설 방호업무는 민간경비원인 특수경비원과 경비대에의해 수행되고 있다. 그러나 국가중요시설 중 정부청사관리는 신뢰성을 담보하기 위하여 방호직공무원을 채용하고 신속히 업무처리를 할수 있도록 운영하고 있다. 이 연구에서는 국가중요시설 중 정부청사 방호를 담당하는 방호직공무원의 채용제도에 대해 알아보고자 한다. 이 주제와 관련된 연구는많이 시행되지 않았고, 이 연구의 목적은 방호직공무원 채용제도의 발전방안을 제시하는 것이다. 이를 위해 이 연구에서는 기존 채용제도에 대한 방호직공무원의 인식을 조사·분석하고, 전문분야 과목이 포함된 필기시험을 통한 공개경쟁채용제도의 시행을 개선방안으로 제시하였다.

영문 초록

In the modern society of rapid change, new kinds of crimes are on the rise, and terrorist attacks are frequently occurring not only at major government facilities but also at public facilities. In addition, as North and South Korea are in a military standing face to face in a state of armistices, the importance of protecting and guarding the major government facilities has been greater. Currently, the protecting and guarding of major government facilities in Korea has been mostly performed by security guards and civilian guard personnel such as special guards. However, the government buildings of the major government facilities employ and dispatch public security officers for such purposes primarily for reliability. Therefore, this study aims to examine the employment system issues of public security officers who are protecting and guarding the government buildings at major government facilities. The issues have not been studied so far, and this study also aims to suggest that the public security officers’ employment system is to develop. This study examined the public security officers’ recognition to the existing employment system. A reform measure is adoption of a new recruitment method using a written examination in the open competitive employment.
