일본 IT산업 활용의 경제성장 전략

국문 초록

연구목적: 본 연구는 일본의 IT산업이 경제성장 전략에 어떻게 유입되어 반영되고 있는지를 분석하는 것을 목적으로 하고 있다. 논의의 중심은 2000년 이후 일본의 경제성장 전략에 IT산업이 어떻게 경제성장 전략에 유입되었고, 활용되고 있는가를 분석하는 것이다. 이러한 분석은 일본경제의 구조적 문제를 해결하고 지속적 성장을 위해 IT산업이 어떻게 활용되고 있는지를 종합적으로 파악하기 위함이다. 논문구성/논리: 연구는 IT산업이 정보통신의 발달로 IoT(M2M)산업이 새로운 사업영역으로 등장하고 있으며 세계적으로 국가경쟁력 강화를 목적으로 각국이 경쟁적으로 진흥정책을 추진하고 있다는 것에 주목하여 일본이 IT산업을 어떻게 활용하고 있는지를 경제성장 전략에 초점을 맞추어 전개하였다. IT산업이 어떻게 전개되었고 어떤 정책에 의해 경제성장 전략에 유입되었는지를 분석하고자 본 연구의 구성을 5장으로 설정하였다. 결과: 일본의 IT산업 활성화를 통해 경제성장 전략을 수립하게 된 것은 2000년 이후이다. 일본은 스마트폰 등 모바일 산업의 발전으로 IT산업이 크게 성장하게 되면서 정책적으로 IT산업을 육성하는 제도적 장치를 마련하게 되었다. 이러한 일본정부의 제도마련은 일본이 안고 있는 구조적 문제를 해결하고 지속적 성장을 위해 IT산업을 경제성장 전략에 활용하겠다는 의도에서 출발하게 되었다고 할 수 있다. IT관련의 수요를 증가시켜 경제에 자극을 주겠다는 것이다. 특히 IT관련 정책이 주요 선진국에서 추진되고 있어 국가경쟁력 강화의 일환으로도 전개되고 있다는 것에 주목할 필요가 있다. 본 연구의 분석 결과 일본의 경제성장 전략에 안착한 IT산업은 변화를 거듭하면서도 경제성장에 기여할 것으로 나타났다. 독창성/가치: IT산업을 활용한 경제성장 전략은 2000년 이후 시작되었지만, 2009년 미국의 경기부양정책으로 혁신적 파괴적 기술로 사물인터넷이 선정되면서 일본의 정책에 영향을 미치게 되었다. 미국의 영향을 받아 일본은 경제성장 전략에 IT산업을 지속성장을 위한 동력산업으로 선정하면서 성장과 고용창출에 중심을 두고 있다. 또한 대외적으로도 주요 선진국들과 적극적 투자경쟁을 벌이고 있다. 향후 시장경쟁이 치열하게 전개될 것으로 예상되며 시장개척과 점유율을 확보하기 위해는 국제경제 변화를 정확히 인지하고, 이를 정책에 어떻게 반영할 것인지를 고민할 필요가 있다.

영문 초록

Purpose: This study aims to analyze how Japanese IT industry is introduced to and reflected in the economic growth strategy. The discussion focus on the analysis of how IT industry was introduced to Japan's economic growth strategy and how it is utilized after 2000. These analysis would allow us grasp overall how IT industry is utilized for the resolution to structural problem of Japanese economy as well as for sustainable growth. Composition/Logic: With the development of information and communication, IoT(M2M) industry appears as a new field of business and many countries are pushing on promotion policies competitively for enhancing national competitiveness in the world. In this context, this study discusses how Japan utilizes IT industry, focusing on economic growth strategy. For the purpose of analyzing how IT industry has been developed and which policy did it drew on to be introduced to economic growth strategy, this study is divided into 5 chapters as follows. Findings: Japan established economic growth strategy through revitalization of IT industry after the year of 2000. Japan's IT industry has grown substantially in virtue of the development of mobile communications industry such as mobile phone. At the same time, the Japanese government provides an institutional strategy for the promotion of IT industry, which can be said to had been done with the intention of resolving the structural problem that Japan has and introducing IT industry to economic growth strategy for sustainable growth. That is to say, increasing the IT-related demand can stimulate the economy. Especially, it should be noticed that IT-related policies are being enforced in major industrialized nations as a part of national competitiveness enhancement. The analysis result of this study shows that the IT industry inserted in Japan's economic growth strategy will be ever-chaning but still make a contribution to the economic growth. Originality/Value: Although the economic growth strategy which utilized IT industry began to be implemented only after 2000, the internet of things had been selected as an innovative but destructive technology due to America's stimulative economic policy in 2009 and thus affected Japan's policy. Under the influence of America, Japan selected IT industry as a "motive industry" for economic growth strategy in order to keep sustainable growth while centering on growth and creation of employment. Externally, Japan also competes actively with major industrialized nations on investment. Market competition will be fierce in the foreseeable future and therefore it will be necessary to understand the changes on international economy accurately so as to secure market exploitation and market share. The corresponding policy remains a problem for the policy makers to consider about too.
