우크라이나 사태의 발생과 심화 원인으로서 러시아인 디아스포라

국문 초록

이 논문에서는 2014년 2월 20일 키예프 유혈참극과 이틀 뒤 친러성향의 야누코비치 정권 붕괴 이후 내전으로 비화한 우크라이나 사태에 대하여 분석을 시도하고자 한다. 우크라이나 사태(혹은 내전)에 대하여 국제정치학적, 언어학적, 문화적, 역사적으로 다양한 원인과 분석이 제기되고 있다. 이 논문에서는 러시아인과 러시아 언어를 바탕으로 한 러시아인 디아스포라 문제를 역사적 바탕을 기반으로 접근하면서 현재 발생하고 있는 우크라이나 사태에 대하여 고찰하였다. 포스트소비에트 공간 내 러시아인 디아스포라 문제는 2000년대 들어오면서 여러 학자들에 의하여 본격적으로 연구가 되기 시작하였다. 이 시기부터 포스트소비에트공간에서의 러시아인 디아스포라가 러시아대외정책 뿐 아니라 러시아와 인접한 국가들에게 중요한 의제로 다루어지기 시작하였다. 특히, 러시아인 디아스포라는 발트삼국이나 카자흐스탄, 우크라이나, 키르기스스탄 등 옛 소련국가들 사이에 예민한 정치적, 국제정치적 요인으로 작동하고 있었다. 소련붕괴 초기 러시아가 자국 내 경제문제와 정치 불안으로 발목이 잡혀 있었을 때 러시아 근외 정책에서 포스트소비에트 공간 내 존재하고 있는 러시아인 디아스포라가 크게 부각되지 않았으나 2005년 이후 러시아가 경제성장을 등에 업고 옛 소비에트공간에서 그 영향력을 부활하려는 의지가 강해지면서 서서히 수면 위로 부상하게 된다. 강한 러시아로 향한 첫걸음이 유라시아경제연합이며, 러시아 푸틴정부는 러-벨-카 관세동맹을 중심으로 주변 국가들을 압박하고 있다. 러시아가 주도하고 추진하는 유라시아경제연합에서 러시아인 디아스포라의 의미는 매우 중요하다. 러시아 인근국가에 위치해 있는 러시아 언어와 문화를 유지하는 러시안 공동체는 포스트소비에트 지역 내 통합의 지렛대로 사용되어 질 수 있기 때문이다. 러시아 중심의 통합 구도 속에서 중요한 요소인 러시아인 디아스포라문제를 살펴봄으로서 우크라이나 사태가 심각하게 진행된 원인의 일부를 찾을 수 있을 것이다.

영문 초록

In this article, we would like to try to analyze the event of February 20, 2014 in Kiev, and two days after the bloody tragedy sparked a civil war after the fall of the regime of Russian policy favorable to Yanukovych, Ukraine has become a cover crisis. The direction of the analysis points to the Russian diaspora in all matters, based on the Russian and the Russian language. Problems of the Russian diaspora in the post-Soviet space is in earnest with the 2000s, many scientists are exploring how. At this time of the Russian diaspora in the post-Soviet space have begun to discuss the importance of the foreign policy of the neighboring countries and the whole foreign policy of Russia. In particular, the Russian diaspora (Russia) is an important international political factor among the three Baltic States, the former Soviet republics: Kazakhstan, Ukraine, Kyrgyzstan and others. The initial collapse of the Soviet Union, became Russia's internal economic problems and is present in post-Soviet Russia on enabling policies that have political unrest and possible stress that the Russian diaspora is largely prevails over the other neighboring states. Since 2005, economic growth in Russia began to gain momentum, Therefore it can in the post-Soviet Russia wanted to revive its influence because it is stronger, problems began to emerge slowly to the surface. The first step on the way to become a strong Russia Eurasian Economic Community and the Government of Russia Vladimir Putin Russia - Belarus - the Customs Union and the neighboring countries, began to put pressure on the center. Influence of the Russian diaspora in Russia led Eurasian Economic Union and began to promote the importance of the Russian language and culture in the country, located in the neighborhood. Russia, perhaps wants to use it as a lever for integration in the post-Soviet space.
