응급피임약의 여성적 관점에 대한 성찰

국문 초록

응급피임약을 전문의약품으로 유지하느냐 아니면 일반의약품으로 전환하느냐, 그 결정을 앞둔 시점에서, 본고는 응급피임약의 여성적 관점에 대한 성찰을 시도하였다. 먼저 여고생들, 대학생들, 일반 미혼여성들, 미혼모들이 응급피임약에 대해 가지는 인식과 태도를 살펴보았다. 이어 응급피임약에 대한 여성적 관점을, 주로 일반의약품 전환에 찬성하는 여성 전문가들의 입장에 비추어 고찰하였다. 여성 전문가들이 응급피임약을 일반의약품으로 전환하는 데 찬성하는 논리적 근거로, 여성의 재생산권, 임신종결권, 낙태권, 자기결정권, 선택옹호론을 제시하였다. 또한 생명권 대 자기결정권, 생명옹호론 대 선택 옹호론의 이분법적 대립을 비판적으로 해석하는 다초점 정책의 원리를 소개하였다. 또한 실천적 제안으로 여성 전문가들이 응급피임약의 안전성과 효용성을 강조하면서 응급피임약에 대한 교육과 홍보를 제안하고, 응급피임약의 접근성을 강조하면서 일반의약품 전환을 제안하는 것을 다루었다. 마지막으로 여성 전문가들의 과제와 가톨릭교회의 과제를 함께 모색하였다. 논리적 근거에 대한 과제로 여성계는 여성의 재생산권, 임신종결권, 낙태권, 자기결정권, 선택옹호론을 주장하기에 앞서 정자와 난자가 만날 때부터 인간이며 생명이라는 이론에 대해 깊이 있는 성찰을 해야 하고, 가톨릭교회는 이 이론을 좀 더 과학적이고 체계적인 논거를 통해 제시하면서 여성계를 비롯한 관련된 모든 이들과 공유해야 한다고 제안하였다. 실천적 제안에 대한 과제로 여성계는 응급피임약의 위험성과 부작용, 접근성이 용이해질 때 파생될 수 있는 제 문제도 인식하면서, 과연 일반의약품 전환이 필요불가결한 것인가에 대한 깊이 있는 숙고를 해야 하고, 가톨릭교회는 임신과 출산, 양육과 교육의 어려움을 겪고 있는 오늘의 세대에게 단죄나 죄의식을 심어주기보다는 이해와 배려의 자세로 다가가면서 출산환경의 개선을 위해 노력해야 한다고 제안하였다.

영문 초록

At time ahead of determining whether an emergency contraceptive pill should be maintained as an ethical drug(ETC) or be switched to over-the-counter drug(OTC), this research was aimed at studying the morning-after pill from the women's point of view. First, perceptions and attitudes of high school girls, college students, general young women and unmarried mothers on an emergency contraceptive pill were investigated. In addition, women's perspectives on an emergency contraceptive pill were reviewed from the viewpoint of female experts who are in favor of switching it to OTC. The female specialists suggested women's reproductive right, right of termination of the pregnancy, abortion right, right for self-determination and pro-choice as their logical basis for switching emergency contraceptive pill to OTC. Moreover, the multi-focus policy which critically interprets a dichotomous view such as right for life vs. right self-determination and pro-life vs. pro-choice was introduced. Additionally, it was demonstrated that as practical suggestions, 1) female experts educate and promote an emergency contraceptive pill, emphasizing its safety and efficacy and 2) they suggest that it should be switched to OTC, stressing its accessibility. Lastly, tasks for both female experts and the Catholic Church were sought simultaneously. As tasks for the logical basis, 1) female specialists suggested the theory that life is created when a sperm and an ovum meet should be taken into prior to insisting women's reproductive right, right of termination of the pregnancy, abortion right, right for self-determination and pro-choice and 2) the Catholic Church should argue th theory with more scientific and systematic grounds while sharing their stance with all the related parties including female experts. As tasks for practical suggestions, it was argued that 1) female specialists should deliberate whether a morning after pill should be re-categorized as OTC inevitably, acknowledging side effects of the pill and problems which may be caused by easier accessibility to the pill and 2) the Catholic Church should strive to improve maternity care environments with understanding and care rather than criticize those who are having difficulties in pregnancy, childbirth, parenting and educating their kids.
