택지 적정공급을 위한 모니터링 지표 개발 연구

국문 초록

이 연구는 우리나라 수도권을 대상으로 합리적인 택지공급정책이 수립될 수 있는 수급모니터링 지표를 실험적으로 제안한 것으로서 정부가 계획하는 택지공급계획량 대비 공급실적을 정보비대칭문제로 접근하여 이를 최소화하기 위한 시차분석을 적용하였다. 연구결과, 수도권은 택지공급계획이 높게 설정된 시점에는 공급실적이 감소한 반면, 공급계획량이 낮게 설정된 시점에는 오히려 공급실적이 증가하는 반비례현상이 발견되었고, 수급격차를 최소화 시킬 수 있는 계획오차 최소값은 2년의 시차로 분석되었다. 이러한 연구결과는 향후 택지공급계획 수립시점에 얼마만큼의 택지가 어느 시점에 필요한지 판단할 수 있는 지표로서 활용가능하며, 택지공급관련 시장참여자들이 택지공급계획 시점에 기존의 미분양된 택지물량을 소진시킬 수 있는 시점을 파악하게 하여 택지공급의 시장효율성을 높일 수 있는 정책적 판단 준거 활용될 수 있을 것이다.

영문 초록

1. CONTENTS (1) RESEARCH OBJECTIVES This Study is suggested monitoring indicators to make rational decisions about housing land supply which are suitable amount, timeliness at Capital regions. based on from 1992 to 2013 years (2) RESEARCH METHOD This study used by time-lag analysis, if when indicators applied to land market, what implications can be derived there situations. Available statistics become limited the public development data, we analyzed the public land supply monitoring indicators. (3) RESEARCH FINDINGS This study is derived two implications. First, Whether the proper amount of housing land supply identified results, Land supply has stayed the 137% of original plan. Second, Analysis of the distribution of Metropolitan area in place, but the excess supply allocation plan prepared. Which mean is not to achieve the government's housing land supply policy. 2. RESULTS The housing land supply requirements through the development of monitoring indicators compared to how much of the land which is the best time to supply that can fully grasp was laid connecting the opportunity. This study emphasizes that market conditions continued through the establishment of a monitoring system to determine the need for a policy monitoring system to achieve the housing land equilibrium.
