질적 측면을 반영한 인적자본 지표와 경제 성장과의 상관관계

국문 초록

이 글은 인적자본을 측정하는 기존의 방법을 수정한 방법론을 제시하였다. 최근까지 인적자본은 양적 측면 혹은 질적 측면에서 측정되었다. 하지만 좀 더 정확한 인적자본 측정을 위해서는 인적자본의 양적 측면과 질적 측면을 동시에 고 려해야 한다. 양적 측면과 질적 측면을 동시에 고려하기 위해 양적 추정량으로는 중등교육기관의 등록률을 사용했고, 질적 추정량으로는 국제학생평가프로그램(The Programme for International Student Assessment)의 점수를 사용하였다. 질 적 추정량은 양적 추정량인 등록률에 가중치로서 곱해졌고, 질적 가중치가 곱해진 조정된 등록률이 실질적인 인적자본의 수준을 보여주는 수정된 인적자본 지표이다. 이 새로운 인적자본 지표를 통해 이 글은 인적자본과 경제성장 간의 관계 를 설명하고자 하였다. 패널 회귀분석은 고정효과 모형으로 40개 국가의 1990년부터 2013년까지 데이터로 실행되었으며, 분석 결과 질적 측면이 반영되어 조정된 인적자본 지표가 기존에 사용했던 양적 측면만 고려한 인적자본 지표보다 경 제 성장에 대한 설명력이 큰 것으로 나타났다

영문 초록

This paper presents a modified estimator for measuring human capital. Until recently, human capital is measured either the qualitative or quantitative method. However, for a more accurate human capital measurement, the qualitative and quantitative sides of human capital should be considered together. Hence, for considering both the quality and the quantity of human capital in each country, the PISA score is used for quality while the enrollment ratio is used for the quantity of education.Using the PISA score as a quality weight, the enrollment ratio is adjusted so as to reflect the real value of human capital. With this quality-adjusted human capital, this paper tries to explain the relationship between human capital and economic growth. The result of a fixed effects panel regression for 40 countries from the year 1990 to 2013 shows that a model with the quality-adjusted human capital explains economic growth better than a conventional model does
