국문 초록

한국은 공적연금의 운영에서 중요한 전환기를 직면하고 있다. 군인연금과 마찬가지로 공무원 및 사립학교교직원연금제도는 자체 기금만으로는 수급자에게 연금급여를 지급할 수 없는 상황에 있거나 곧 그렇게 될 것이다. 또한 공적연금제도의 재정적 지급능력의 부족과 더불어 제도의 목적인 빈곤해소와 퇴직후 생활안정을 보장하기 어렵게 되어 있다.한국의 공적연금제도는 빈곤해소, 생애소득의 안정화 및 재정안정이라는 제도의 목표를 달성하기 위해 근본적으로 개혁되어야 한다. 공공연금제도의개혁은 제도의 목표를 달성하기 위해 다음의 논리적 절차를 취해야 한다. 첫째, 각 연금제도는 재정안정화와 재정부담의 다음세대로의 전가를 막기 위해 세대내의 수익비는 1로 맞추어져 수지균등을 이루어야 한다. 둘째, 퇴직 후생활의 빈곤을 제거하기 위해 특히 공무원 및 사립하교교직원 연금급여구조에 세대내의 재분배 장치가 들어 와야 한다. 셋째, 국민연금제도 빈곤완화를 위해 동일한 논리가 더욱 강조되어야 한다

영문 초록

Korea has faced a critical turning-point in the management of public pension systems. The systems could not pay pension benefits by their own funds in the pensions of public civil servants and private school teachers as well as military pension. The poverty and stable retirement life are not also secured by the pub;ic pension systems in addition to the financial incapacity of payment. Korean public pension system has to be reformed fundamentally to attain the system's goals, such as poverty eradication and life-time income smoothing of the aged and financial stability. The restructuring of public pension systems have to follow the formulae of attaining those purposes. The first rationale is to fix the benefit / cost ratio to be 1, namely the actuarially equilibrium state of benefit and contribution, in the same generation in order to remove financial deficit and not to transfer the financial debt to next generation. The second one is to install a redistribution mechanism in the same generation especially in public employees and teachers' pension systems which have now only theincome proportional benefit. And the National Pension system has also to be revised in the same rationale to lessen more poverty problem.
