공립 특수학교 학교기본운영비 배분 모형 탐색

국문 초록

본 연구는 전국의 공립 특수학교 일반 현황 및 학교회계 결산 3개년(2011~2013년) 패널 자료를 활용하여 공립 특수학교의 장애 유형별 학교기본운영비 배분 모형을 탐색하는데 그 일차적인 목적을 두고 있다. 구체적으로 본 연구에서는 다음과 같은 연구 문제에 답하고자 하였다. 첫째, 장애 유형을 고려한 공립 특수학교 학교기본운영비의 배분 모형은 어떻게 구성되며, 장애 유형별 교육비 차이도 지수는 어떠한가? 둘째, 탐색된 학교기본운영비 배분모형은 현실적합성이 있는가? 연구 결과, 공립 특수학교의 학생 1인당 학교기본운영비는 장애 유형을 제외하고, 학생수, 학급수, 건물 면적, 사무직원수, 연도 변수에 의해 결정됨을 확인하였다. 또한, 학교기본운영비 배분액은 자연로그로 변환된 학생수와는 부적 관계를, 학급수, 건물 면적, 사무직원수, 장애 유형, 연도와는 정적 관계를 갖는다. 자연로그로 변환된 학생수가 학생 1인당 학교기본운영비 배분액과 부적 관계를 갖는 것은 일정 수준의 교당 경비 이외의 학생수 증가는 비용체감의 법칙이 적용된다는 것을 의미한다. 장애 유형간 교육비 차이도는 정신지체, 정서장애를 기준(1.00)으로 시각장애 1.66, 청각장애 1.52, 지체장애 1.31로 나타났다. 마지막으로, 본 연구 결과 추정된 전국 공립 특수학교의 학교기본운영비 배분 모형은 2013년 확정배분액을 활용한 시뮬레이션 결과, 오차 범위 ±15% 수준에서 전국 공립 특수학교의 93.3%를 포함하는 수준의 현실 적합성을 지니고 있는 것으로 나타났다.

영문 초록

The purpose of this study is to explore adequate allocation model of school basic funding for public special education schools using 3 years' condition and settlement data of education statistics including school account (2011~2013). In order to accomplish the purpose of the study, the following research questions were examined: (1) considering disability types' cost differentials, how is the allocation model of school basic funding made up in public special education schools? (2) does the established allocation model have the reliability to apply for actual distribution of school basic funding in special education schools? The results of this study show that including disability types, factors such as the number of students and classes, building area, school staffs, and year variable affect the level of school basic funding in public special education schools. Next, the natural log converted number of students affects the level of school basic funding negatively, which means there exists economy of scale. When the index of mental retardation/emotional disorder is assigned as 1.00, the cost differential ratios among disability types are as follows: sight disability is 1.66, hearing disability 1.52, and physical disability is 1.31 respectively. Finally, the estimated allocation model covers 93.3 percent of all public special education schools, when actual level of school basic funding within ±15% error range is applied using final allocation amount data in 2013.
