正祖와 皇極蕩平政治의 公共性

국문 초록

유교왕국 조선에서는 공공성에 대한 고민이 정치적으로나 학문적으로 치열했다. 군신공치(君臣公治)는 정치적 공공성을 실현하기 위한 조선의 공화적 특징이기도 하다. 그러나 정조는 전통적인 군신공치가 아닌 왕권 중심적 정치를 통해 공공성을 회복시키고자 했다. 그 방법과 원리는 정조식 탕평, 이른바 준론탕평이다. 정조의 탕평은 혼란과 갈등을 유발하는 논리와 주장들을 평정하려는 목적을 가지고 있었다. 탕평은 그러나 모든 의견들을 단일한 한 가지로 통일시키려 하지 않고 다양성들이 서로 치열하게 경쟁하면서도 궁극의 도(道)와 평화에 도달하게 한다. 배타적 진리의 독점 반대, 언어와 토론의 적극적 역할인정, 자기모순을 최소화한 의견의 완성이 준론탕평의 특징이다. 그런데 정조의 탕평에는 문화와 정치의 절대 중심인 황극이라는 중심축이 존재한다. 황극은 군사일치(君師一致)의 유교적 성왕(聖王)이었고 무엇보다 정조 자신이었다. 탕평이 다양성을 보존하면서도 극단적 상대주의나 허무주의에 빠지지 않고 분쟁 해결력을 가지게 되는 이유도 여기에 있다. 확실히 이것은 오늘날 우리가 추구하는 개인과 공동체, 모던과 포스트모던을 함께 살리고 아우르는 '공공성'과 가깝다. 다만 정조의 탕평은 중심축이 적극적으로 개입하고 시비를 판단하는 권위적 공공이므로 완전한 다원적 평등은 될 수 없다.

영문 초록

Chosun, the Confucian monarchy, had fervent debates on the publicness. It was also for the realization of the publicness that the monarch made a political partnership with lieges. It was different from traditional partnership in that it confers more active role on the royal authority. This is the idiosyncrasy of King Jeongjo's stern Tangpyoung. Its purpose was to synthesize all prevalent logics and arguments in the society and to ultimately alleviate disarrays and conflicts. The synthesis is not through a simplistic unification of different ideas but through intense competition of ideas, which leads to the ultimate Tao and peace. The stern Tangpyoung is distinguished by the resist against the monopolization of truth, appreciation of the active roles of linguistics and discussion, and the minimization of discrepancy. At the very core of this Tangpyoung is Whangkeuk. Whangkeuk is Confucian seongwang, King Jeongjo himself. Due to this powerfulness of the core, Tangpyoung policy was able to preserve the diversity of ideas and resolve the conflict without falling into the trap of extreme relativism or nihilism. This principle assuredly resembles the publicness of nowadays which seeks the balance between individuals and communities and the modern and the postmodern. That said, King Jeongjo's Tangpyoung does not reach the full-fledged pluralistic equality since it is an authoritarian publicness where the core, the royal authority, makes aggressive interventions and judgments.
