인적자원개발에서 나타나는 교육양극화 해소 방안 연구

국문 초록

인적자원개발은 개인과 사회와 국가의 발전에 기여 할 수 있는 국민의 역량을 개발하는 것으로 사회 문화 , , 정치, 제도 등 다양한 분야에서 이루어 질 수 있다. 특히 21세기 지식기반 사회에서는 선진국으로 가는 국가 경쟁력을 좌우하는 중요한 수단이 됨으로 세계화 시대에 가장 효과적인 국가발전전략으로 인식되고 있는 것이다. 인적자원개발은 주로 교육과 훈련을 통해 개인의 능력을 함양시켜 삶의 질을 높이는 것으로 물적자원 뿐 아니라 인적자원의 형태로 국가발전에 기여할 수 있도록 하는 것이다. 그러나 인적자원개발을 위한 교육정책이 시행 될 때, 소외계층이 처한 현실이 간과되어 교육소외, 교육불평등, 교육격차, 교육부적응, 교육비효율성 등의 교육양극화 현상이 나타난다. 이러한 문제들의 개선을 위한 교육복지 정책은 교육기회의 제한, 교육 부적응, 학업중단이라는 교육소외적 측면과 불평등, 격차 차별 등의 교육의 형평성 문제를 극복하기 위한 방안으로 추진 될 수 있다. 본 논문에서 살펴 본 기존의 교육복지사업 등은 나름대로 편이성과 형평성을 실현하고자 하였으나 정책이 실행되는 과정에서 본래 의도와 다른 부작용이 나타나면서 교육격차를 심화시키고 형평성을 저해할 가능성이 높은 것으로 조사 되었다.나타나고 있다. 우리나라의 교육양극화 문제는 소득격차에서 나타나는 것 뿐 아니라, 지역 간, 계층 간 교육격차가 병행해서 나타나고 있으며, 다문화 가정과 북한이탈주민 등 신소외계층의 교육부적응은 심각한 수준이며, 평생교육에 있어 소외계층의 참여율은 낮게 나타났다. 인적자원개발의 핵심이 교육부문임에도 교육과 훈련의 과정에서 개인이 처한 상황에 따라 개인 간 인적자원개발의 격차가 나타나게 된다면 이는 곧 교육양극화라는 사회문제로 사회통합에 부정적 영향을 미치게 될 것이다. 본 연구는 인적자원개발을 위한 교육정책에서 발생할 수 있는 문제를 교육소외와 교육불평등 요소에서 찾아보고, 이를 극복하기 위한 교육양극화 해소 방안으로는 교육의 형평성을 높이기 위한 교육복지방안과, 직업훈련, 여성인력개발, 고령자 인력정책 등을 제시 하였다.

Human resource development is what can contribute to the development of the individual and Society and the country's ability as It can be achieved in various fields - social, cultural, political, institutional, etc. Particularly, for the knowledge-based society in the 21st century, It is recognized as the most effective development strategy for the age of globalization becoming an important means that can make the national competitiveness for being developed countries. Human resource development is primarily to cultivate the individual's ability for improve the quality of life through education and training so that we can contribute to national development in the form of human resources as well as material resources. When the education policy is activated for human resources development, Reality that alienation hierarchy are facing is overlooked, It is appeared that polarization phenomenon of education - educational exclusion, inequality of education, education gap, educational inadequacy, inefficiency in education. Welfare policy of education may be promoted for the improvement of these problems with a measure for overcome the problem of fairness of education inequality such as education gap, discrimination and a aspects of alienation such as restriction of access to education, maladjustment of education, academic interruption The educational welfare policy that was reviewed in this paper seemed to attempt to achieve fairness and accessibility, but in the progress of the policy execution, the side effects appears that are different from the original intent allowing to deepen the education gap and showing the inhibit fairness. Polarization problems of national education appearing in the income gap as well as inter-regional, inter-layer and education gap and multicultural families such as the new North Korean defectors education maladjustments is serious and also the participation rate is low for marginalized in lifelong learning. Education is the core of human resource development but if the individual gaps appears in the process of education and training, according to the individual circumstances. It will be the social problem of educational polarization which effects negative impact on social integration. This study look for the issue in elements of inequality of education and teaching alienation problems that can be generated in the educational policy for human resource development and to overcome this problem, I proposed the vocational training, female human resource development, and the elderly human resources policy to enhance equity in education as the resolving plan of education polarization.
