국문 초록

논문의 목적은 역대 정부의 경제복지정책을 김대중, 노무현 정부와 이명박 정부와의 비교의 관점에서 분석하고, 소득 불평등의 원인해결을 위한 한국 현실에 맞는 적극적 사회복지정책의 필요성을 제기하는 데 있다. 연구의 방법은 정책논변모형을 체계적으로 정리한 Dunn(2008)의 모형에 입각하여 구성하고자 하였다. 성장주의로 무장한 경제관료가 개혁과정을 주도함으로써 경제정책과 복지정책이 함께 갈 수 있는 민주적 거시경제 틀은 발전하지 못했다. 한국에선 '선성장 후분배' 담론이 진리처럼 받아들여지고 있지만 최근의 경제학 연구들은 오히려 균등한 분배가 성장을 촉진할 수 있다는 것을 보여준다. 분배가 인적 자원의 질을 향상시킴으로써 생산성과 효율을 높이고 총 유효수요의 규모를 늘림으로써 투자, 고용, 성장에 오히려 기여한다는 것이 수많은 경험적 자료들에 의해 뒷받침되고 있다(이강국, 2005, p.233). 지난 경제위기의 결과로 나타난 빈곤과 불평등의 증가와 그것의 지속은 경제적 실패 때문이라기보다는 정치적 실패의 결과라고 말할 수 있다(김순영, 2005). 다시 말해, 김대중ㆍ노무현 정부는 한국 국가복지의 기틀을 마련했지만, 한국의 국가복지체제가 경제위기로 인한 피해를 사회전체가 공평하게 부담하도록 만드는 메커니즘이 되도록 하는 데는 실패했다. 경쟁의 결과에 따른 차별화에 대한 거부감과 두려움은 지나친 평등주의, 공동체적 정치문화의 산물이다. 고도성장 하에서 성장이 사회안전망이었으나 외환위기 이후 경제구조의 변화는 자칫 시장경제 자체가 위협받을 수 있는 위험이 있다. 일하고 있음에도 가난에서 벗어나지 못하는 근로빈곤층에게 더 많은 혜택이 돌아갈 수 있는 지속가능한 사회안정망의 확충이 필요하다.
