국문 초록

산업화와 과학기술의 발달에 따른 급속한 사회 변화와 평균수명 연장으로 노인인구증가에 대한 사회의 문제점은 세계 복지국가를 비롯한 모든 나라들이 해결해야 할 시급한 과제이다. 고령화 사회의 중심과제인 노인 소득보장의 주요 방안으로써 일을 할 수 있는 의욕과 능력을 가진 고령층에게 일터를 제공함으로써 자력으로 생활할 수 있는 소득보장과 함께 삶의 보람과 자긍심을 갖도록 하여야 할 필요성이 있다. 이와 같은 필요성에 따라 본 연구에서는 고령자 사회보장 강화를 위한 중요한 수단인 노인일자리의 역할에 대하여 노인소득보장 정책측면에서 제시해 보고자 하였다. 건강하고 근로의욕 및 능력을 가진 노인을 적극적으로 노동시장으로 흡수하기 위한 유인책을 마련함으로써 노인의 소득증대와 더불어 삶의 질 향상이라는 일석이조의 효과를 누릴 수 있을 것이다 이를 위해서는.고령층의 노동시장 유연성을 제고하고, 고연령 노동자를 위한 각종 임금보조 제도를 활용하며, 고령자 적합 직종을 개발하고 고용알선 체계를 확립하는 방안 등이 적극적으로 모색될 필요가 있다.

영문 초록

The social issue of increasing old population, which results from rapid change of society due to industrialization and development of science and technology, and increased average life expectancy, has become an urgent agenda to be addressed by all nations in the world as well as welfare states. As for the main method for assuring incomes to elderly people, which is the most important issue in an aging society, it is needed to provide jobs to elderly people with intents and abilities for doing work so that elderly people can find meanings and prides in their lives as well as assuring incomes that make them live decently on their own. According to these necessities, the present study tried to present researches on the role of the jobs of elderly people from the perspective of policy for assuring the incomes of elderly people, which is an important means for enforcing social security for elderly people. It is proposed to provide measures to actively attract healthy and motivated elderly people with abilities into job markets so that both objectives of improving the incomes of elderly people and enhancing the quality of lives of them can be obtained. For these purposes, active measures are needed to be sought for developing jobs appropriate for elderly laborers and establishing systems for helping elderly people finding jobs by improving fluency of job markets and utilizing various wage subsidy systems for elderly laborers.
