19세기 후반 일본 어민의 동해 밀어와 조선인의 대응

국문 초록

본 연구는 1880년대 이후 일본 어민이 울릉도를 중심으로 어업을 침탈해가는 과정과 그에 대해 조선 정부와 조선인들이 어떻게 대응해갔는가를 일본 정부와 한국 정부의 문서를 통하여 고찰하고자 한 글이다. 일본 서북 연해민들의 울릉도 어업 침탈은 다케시마(울릉도) 도해금지령(1696년)에 의해 숙종 말(18세기 초)부터 잦아들었다. 즉 18세기 초까지만 하더라도 일본인의 울릉도 侵漁문제는 자주 논란이 되었으나, 안용복의 활동에 의해 막부가 다케시마(울릉도)가 조선령임을 인정하여, 다케시마(울릉도) 도해금지령(1696년)을 공포하면서 일본인의 출어는 급감하게 되었다. 그러나 19세기 중엽(막부 말∼메이지 초)으로 들어서면서 일본인의 침어가 다시 시작되었고, 1880년대 이후 일본인의 울릉도 목재 벌목과 불법 어로를 중심으로 동해의 침투가 본격화되었다. 조선 정부는 1881년 울릉도에서 일본인의 불법 벌목을 적발한 후, 한편으로 일본 외무성에 서계를 보내 항의하고, 다른 한편으로 울릉도를 무인도로 방치하지 않고 조선인을 사민(徙民)시켜 개척해가는 정책을 실시하였다. 조선 정부는 1882년 8월에 강원도관찰사의 발령으로 경상도 함양의 士族 출신인 전석규를 鬱陵島 島長으로 임명하고, 1883년 4월부터 내륙인들의 울릉도 入居룰 추진하면서, 울릉도에 조선인들의 정주가 자리잡아갔다. 1884년 이후 일본인들이 울릉도와 독도에 와서 불법어로나 어획을 행하는 일이 잦아졌다. 1883년 <조일통상장정>으로 “일본 어선은 조선국의 전라 경상 강원 함경의 4도에서 어획함을 허락한다”고 인정하면서, 일본 어민들이 조선 연해로 본격적으로 진출해왔다. 일본 어민들은 울릉도와 독도에 몰려와 그곳에 거주하면서 어로를 행하거나 전복을 채취하였다. 또한 일본 어민들은 울릉도에 상륙하여 조선인 민가를 습격하거나 상해를 입히기도 하였으며, 예의에 어긋나는 행동을 하여, 일본 어민과 조선 어민들의 물리적 충돌이 자주 일어났다. 이에 조선 어민들은 일본 어민들의 어로 행위를 방해하고, 울릉도에 상륙하여 어류를 건조시키거나 판매하는 행위를 저지하기도 하였다.

영문 초록

This paper illustrates the process of Japanese fishermen’s deprivation on fishery industry around Ulleung Island since 1880s and how the government of Chosun and Koreans responded to the posed challenge. The observations are based on the archival materials. The encroachment of northwest fishermen had decreased since the beginning of 18thcentury because of the Passage Prohibition Order which was passed in 1696. In fact, fishing around Ulleung Island was controversial in the beginning of 18thcentury. Owing to Yong-bok Ahn’s active efforts, however, Japanese feudal government(bakufu) admitted that Ulleung Island belongs to Chosun. Not only that, but also Chosun’s promulgation of the Passage Prohibition Order in 1696 helped to decrease in the illegal Japanese fishing sharply around Ulleung Island. However, in the middle of 19thcentury, Japanese fishing intrusion again started taking place. Furthermore, Japanese resumed logging in Ulleung Island and encroaching in the East Sea. Against these illegal activities, the Chosun government showed its opposition and concern to the Japan Ministry of Foreign Affairs by corroborating the claims with official documents. In addition, Chosun government urged people to transmigrate to Ulleung Island in order to populate the island. In August 1882, a governor of Kangwon Province appointed Seok-gyu Jeon, who was one of noblemen (yangban) of Gyeong sang Province Hamyang, as a chief of Ulleung Island. From April 1883, people started to transmigrate to Ulleung Island. Japanese illegal fishery around Ulleung Island became more frequent after 1884. As the Chosun government was forced to permit the Japanese to fish in southwest of Chosun due to signing of the Chosun-Japan Commercial Treaty in 1883, and, Japanese fishermen were able to enter Korean seas. Japanese fishermen immigrated to both Ulleung Island and Dok Island; they continued fishing and collected abalones. Also, they invaded Korean private houses and inflicted damages. Physical conflicts between Japanese and Korean fishermen occurred frequently. In response, Korean fishermen disturbed Japanese fisheries by interrupting selling and drying of the fishes in Ulleung Island.
