America's Motorization and the Legacies of Highway Building in the 1930s

국문 초록

본 논문은 년대 미국 고속도로 1930 정책의 전개가 고속도로 건설과 자동차의 대량 확산에 미친 영향과 그 의의를 살펴보고자 한다. 이는 특히 다음 두 가지 정부의 정책과 이에 관한 자동차 관련 집단의 이해관계를 중심으로 고찰한다. 첫 번째는 주 정부가 휘발유에 부과하는 간접세인 유류세를 도로 건설에만 사용하도록 규정한 정책이다. 먼저 주 정부의 유류세 도입과 1930년대에 이를 주고속도로 건설에 사용하도록 하는 정책이 채택되게 된 배경을 살펴보고 이와 관련한 이익 집단의 역할을 고찰한다. 또한 이러한 정책이 도로 건설과 자동차 이용에 어떠한 영향을 미쳤는지 살펴본다. 다음으로 1930년대 말에 등장한 도시고속도로 건설 계획을 고찰한다. 당시 처음으로 제안된 연방 주간고속도로 계획은 대도시 중심부를 관통하는 도시고속도로 건설을 포함하였는데 이는 연방 정책의 변화를 나타내며 향후 고속도로 건설의 근간이 되었다. 따라서 본 논문은 당시 이러한 도시고속도로 건설 계획의 등장과 그 주요 특징을 고찰하고 이것이 도시에서의 자동차 수요 증가를 꾀하던 자동차 산업의 이익에 어떻게 부합하였는지를 살펴본다. 마지막으로 위의 정책들이 1956년 연방고속도로법에 의해 시행된 주간고속도로 건설에 반영되었고 이는 향후 자동차의 이용과 이에 대한 의존도를 더욱 강화하였음을 살펴본다. 이를 통해 본 논문은 1930년대 고속도로 정책의 전개가 주간고속도로를 포함한 향후 고속도로 정책과 건설 및 전후 자동차 대량 확산의 토대를 마련한 중요한 시기임을 보여준다.

영문 초록

This paper examines America's motorization by looking at the major aspects of highway building during the 1930s. It especially focuses on two developments with lasting impacts on future highway building and motorization. One of these concerns the method of highway financing by earmarking state gasoline taxes for highway building. The paper examines how gas taxes came to be earmarked for highway building at the state level during the 1930s and the automotive interest groups' role in this regard. It also looks at how the adoption of the earmarking practice favored motorists and highway building. Another legacy of the 1930s is the proposal to build urban freeways, which is directly responsible for a distinctive American highway feature, having freeways run into and through cities. The paper examines the context in which the proposal to build urban freeways was made in the late 1930s and their major features, and how the idea of urban freeways came to dominate the ensuing highway discussions. It also looks at how urban freeway building coincided with the automobile industry's interest, which came to identify it as a matter critical to its continued viability. Finally, the paper looks at how these developments informed the interstate highway building under the Federal-Aid Highway Act of 1956 and how this further stimulated as well as required the automobile use. It concludes by noting the significance of the 1930s developments for setting the framework for subsequent highway building and finance.
