국문 초록

본 연구는 독일 상호문화교육정책의 전개과정과 현재의 주요정책을 설명하고, 그 이론적 기초를 분석하고자 한다. 독일 사회통합실행계획 상의 상호문화교육정책은 사회통합을 목표로 한다. 통합은 평등한 교육기회의 제공을 통해서 성취될 수 있다. 이를 위해 이주배경을 지닌 학생들이 자신들의 잠재력을 개발할 수 있도록 해야 하고, 차별 없는 학교문화와 구조를 창출하며, 교육관련 인력의 상호문화능력이 제고되어야 한다. 또 기회균등을 방해하는 제도와 구조가 개선되어야 한다. 상호문화교육은 모든 학생들의 상호문화역량 개발을 목표로 한다. 이는 차이를 존중하고, 다름에 대한 자신의 관점을 비판적으로 성찰하는 역량을 말한다. 이런 역량을 갖춘 이들은 상호존중의 기초 위에서 문제를 평화적으로 해결할 수 있다. 독일 상호문화교육정책은 사회통합과 국가발전에 필요한 인적자원개발 담론의 토대 위에 실행되고 있다.

영문 초록

The purpose of this study is to explain development and present situation of intercultural education policies in Germany and to analyse their theoretical foundations. The intercultural education policies in national action plan for integration aim to integrate German society. Integration can be achieved by equal opportunity for education. For this, foreign students should be allowed to develop their own potentials, school culture and structure without discrimination should be constructed, and the intercultural competences of educational personals should be enhanced. It shuould be also improved that the institutions and structures disturb equal opportunity. We can find that intercultural education policies in Germany have been conducted on the foundation of discourse of social integration and training of human resources which are needed for states development. Intercultural education aims at development of intercultural competences of all students. They are competences which enable us to respect differences and reflect our own perspective of differences critically. Anyone who has these competences can solve conflicts peacefully on the basis of mutual respect.
