국문 초록

과학기술정책인 동시에 인력정책이며 여성정책이라는 특수성을 갖고 있는 여성과학기술인 육성 및 활용정책의 결정과 시행에 있어서 여성과학기술인단체는 어떠한 역할을 수행하고 있으며, 단체에 대한 소속회원들의 인식과 기대는 어떠한가? 이 연구는 여성과학기술인을 대상으로 단체의 역할과 역할수행방식, 기대사항 등을 살펴봄으로써 향후 단체가 수행할 역할에 대한 방향을 살펴보고자 하였다. 여성과학기술인단체는 고학력 전문가로 구성된 이익집단인 동시에 여성과학자의 위상과 역할강화를 추구하면서 사회적 공익을 추구하는 비영리단체이다. 그러나 이들의 활동은 대체로 심포지움이나 토론회 등 학술적 역할에 집중되어 있다. 조사결과 여성과학기술인의 집단적인 이해나 문제를 대변하는 이익집단으로서의 역할이나 정부의 정책결정에 참여하거나 정부에 대한 비판하는 시민단체로서의 역할 모두 약한 것으로 나타났다. 그러나 소속회원들은 단체가 여성과학기술인을 대표하여 정부정책에 적극적으로 참여하고 사회적으로 공헌하는 것이 중요하다고 인식하고 있었다. 이는 향후 여성과학기술인단체가 보다 적극적으로 여성과학기술인을 대표하여 정책결정과 집행과정에 참여하고 여성전문인을 대표하는 이익집단이자 시민단체로서의 역할을 수행할 수 있어야 함을 의미한다.

영문 초록

The policy on fostering and supporting woman scientists and engineers is a professional human resource development policy as well as a part of gender equality policy. What kind of role do Korean women's organizations in science and engineering play? Do Korean women's organizations in science and engineering advocate their concerns? Do they play a crucial role in policy-making process? What are the perceptions of woman scientists and engineers towards the Korean women's organizations in science and engineering? In This research, data were collected through numerous researching methods to find the solutions about those questions. Women's organizations in science and engineering have dual roles: to improve members' rights as interest groups as well as to focus on social contribution as non-interest groups. However, they focus on the academic activities, for example symposium, conference and open forum etc, these dual roles are overlooked. Survey results show that members of Korean women's organizations in S&T hope these organizations participate in policy making more actively and have more connections with society. This means that women's organizations in &ST have to rethink their role and change the relationship with society.
