국문 초록

2005년부터 본격적으로 실시되어온 성별영향분석평가에 대한 이 연구의 주요 연구 문제는 다음 두 가지다. 하나는 '성별영향분석평가 제도가 성공적으로 정착되었다'는 의미가 무엇인가 하는 것이다. 연구결과 이것은 어느 한 가지의 단면적인 기준으로 정의하는 것은 적절하지 않으며, 소속기관 공무원의 성평등 의식 향상, 정책의사결정자의 성별영향분석평가에 대한 지원 증가, 정책담당자로서의 성평등 실현에 대한 책임감 증가 등 다면적인 기준으로 정의해야 한다는 것을 알 수 있었다. 다른 하나는 성별영향분석평가 제도가 성공적으로 정착하는 데 영향을 주는 주요요인이 무엇인가 하는 것이다. 연구결과 영향요인은 행정기관 수준의 속성을 가진 것과 공무원 개인 수준에서의 속성을 가진 요인으로 다층 구조를 가지고 있으며, 실제로 다층모형분석 결과 두 수준 모두에서 유의미한 영향력을 미치고 있음을 알 수 있었다. 특히 집단수준에서는 정책 의사결정자 지원요인이, 공무원 수준에서는 성별영향분석평가 업무 비중 인식이 유의한 영향을 미치는 것으로 나타났다. 결론적으로 이 연구는 성별영향분석평가가 성평등 실현이라는 본연의 목적을 달성할 수 있는 제도로 성공적 정착을 하기 위해서는 정책 의사결정자의 관심과 지원 뿐 아니라 공무원으로 하여금 성별영향분석평가 업무가 비중 있는 중요한 업무라는 것을 인식할 수 있도록 하는 것이 매우 중요하다는 것을 통계적으로 밝혔다는 데 의의가 있다.

영문 초록

In this paper, we conducted a quantitative analysis of the Gender Impact Analysis program, which was started in 2005 in Korea as one of the policy tools for gender mainstream. We focused on the following two research questions. First, what do we mean by 'successful implementation' of the GIA program in Korea? We found that this entails various outcomes such as increased consciousness and knowledge among government officials in Korea on gender effect of policies and programs that they plan and implement, strong support from high-level decision makers for the GIS programs, and increased accountability and responsiveness among policy implementers regarding the importance of gender equality. Our second research question involves identifying determinants for successful implementation of the GIA system. When we conducted a multi-level analysis, we found that success factors lie both at individual levels (how much work emphasis the policy managers put on the GIA program) as well as at organizational levels (how much supportive for and interested in the GIA system decision-makers of the organanization are). In conclusion, we note that in order for GIA to achieve its role as a gender mainstream policy tool, it is most important to have changes in the perception among policy makers of the organization and policy managers within the department to agree to the critical role of the of the GIA program.
