국문 초록

이 논문의 목적은 정치적 관점에 따라 지역사회 범죄예방전략의 차이점이 무엇이며, 그 한계점이 무엇인지 분석하며, 그 정책적 시사점에 대하여 살펴보는 데 있다. 정치적인 이념과 사상에 따라 지역사회 범죄예방전략은 매우 다양한 프로그램으로 나타난다. 범죄예방전략에 나타나는 정치적 관점은 보수주의적 관점과 자유주의적 관점, 그리고 급진주의적 관점 등 세 가지로 대별할 수 있다. 보수주의적 관점은 정치적으로는 중립적이라 할 수 있으며, 기본적으로 범죄란 비용과 이익의 문제라고 인식한다. 따라서 이 관점은 고전주의적 범죄이론과 합리적 선택이론을 그 배경으로 하고 있다. 범죄를 해결하는 방법은 비용을 늘리고, 범죄기회를 줄이기 위한 감시를 증대하는 것이라 전제하며, 구체적인 전략으로는 상황적 범죄예방, 환경설계를 통한 범죄예방, 보조적 정의전략 등을 들 수 있다. 자유주의적 관점은 범죄란 특별히 개인적인 부적응, 집단적인 불이익의 문제로 본다. 이 관점은 범죄의 원인을 개인에게서 찾는 생물학적 원인론, 심리학적 원인론 및 문화적 목표와 합법적 수단의 차이에서 발생하는 긴장감에서 찾는 긴장이론, 적극적인 자아존중의식의 결여에서 범죄를 한다고 가정하는 낙인이론 등이 그 배경이론이다. 이 관점에서 범죄를 해결하는 전략은 제도적인 개혁과 효과적인 자원의 재배치 등을 들 수 있다. 여기에는 사회적 범죄예방전략과 자경대적 정의전략 등이 있다. 급진주의적 관점은 정치적 투쟁의 입장에서 법과 질서를 인식한다. 이 이론은 맑시스트 범죄학이론과 페미니스트 범죄학이론, 그리고 비판적 범죄학이론을 그 배경으로 한다. 이 모델의 주요전략은 지역사회의 자원의 재분배와 부의 재배치로 사회의 불평등성과 소외감을 해소하는 것이다. 이러한 정치적 관점의 범죄예방전략은 몇 가지 한계점을 가지는 데 첫째, 개인과 집단적 행동, 사회적 차이성을 고려하지 않은 상태에서 그 개념정의를 매우 협소하게 한다는 것이다. 둘째, 이러한 접근양식은 지역사회를 변화시키는 데 필요한 물질적 자원이 무엇인지 설명하지 못하며, 제한적인 대안이라는 점이다. 셋째, 사회는 다양한 이념을 가진 많은 그룹들로 나누어 진다. 따라서 구성원들 모두가 범죄예방전략과 관련한 동일한 가치와 태도를 공유할 수 없다는 점 등이다.

영문 초록

The aim of this article are, first, to explore different models of crime prevention as a means to highlight important theoretical and political orientation. And second, the purpose of this paper is to present an effective crime prevention strategy. Community crime prevention approach is to place them into a framework of political perspective, their underlying assumptions and the broad orientation of the programs and strategies which they favours. There are three perspective of community crime prevention: conservative, liberal model, radical. Conservative model of crime prevention is basically starts from the assumption that Crime is matter of cost and benefit. This model concerns elements of classical criminological theory and rational choice theory. The solution to crime is to increase the costs and reduce the opportunities for the commission of crime, and to increase the likelihood of surveillance in order to reduce opportunity. There are situational crime prevention, crime prevention through environmental design, auxiliary justice Liberal perspective views crime as a social problem linked to particular individual deficits and group disadvantages. This model starts from theories such as biological and psychological explanations strain theory, labelling theory. The solution to crime is oriented toward institutional reform and better resource allocation. There are social crime prevention, vigilante justice. And the radical crime prevention defines law and order as an arena of political struggle. It is associated with Marxist criminological theory, feminist criminological theory, and critical criminology. The main strategies of this model therefore include action to reduce inequality and marginalization through such measures as redistribution of community resources and reallocation of wealth. The limitations of this political perspective are, first, the narrow definition of crime and criminality that ignores the material differences in a situation that may influence individual and group behaviour, social difference. Second, this approach tends to be restricted solely to local initiatives and thus is not the material resources necessary to transform communities. Third, societies are basically fractured ideologically into many different groups. And then there do not share same beliefs and attitudes regarding appropriate crime prevention strategies.
