환경설계를 통한 범죄예방(CPTED)이 범죄 두려움에 미치는 영향

국문 초록

이 연구는 최근 무질서한 환경을 정비하고 물리적 방어공간을 형성하여 지역사회 범죄의 위험을 관리하고자 도입되고 있는「환경설계를 통한 범죄예방(CPTED；Crime Prevention Through Environmental Design)」의 전략적 구성요소들이 지역 주민의 범죄 두려움에 어떠한 영향을 미치는지를 파악하고자 한다. 이는 CPTED를 보다 더 효과적으로 운용하기 위한 구체적인 실천전략과 전략적 수단의 동원을 통하여 방범 효과성 제고와 지역사회의 지속가능한 범죄예방 전략을 증강하는데 그 목적이 있다. 이와 같은 연구 목적을 달성하기 위하여 CPTED의 전략적 구성요소들을 물리적 요소와 사회적 요소로 구분하여 각각의 요소들이 주민의 범죄 두려움에 어떠한 영향을 미치는지를 실증분석하기 위하여 2005년 현재 경찰청에서 지정ㆍ운영되고 있는 8개 지역 주민을 대상으로 설문조사를 실시하였다. 설문은 총 1200부를 배포하여 이 중 유효한 702부의 설문지를 SPSS 13.0K 통계패키지를 이용하여 자료를 분석하였다. 그 결과 CPTED의 물리적 요소는 주민의 범죄 두려움에 큰 영향을 미치는 반면 사회적 요소는 별다른 영향을 미치지 않는 것으로 나타났으며, CPTED의 물리적 요소는 사회적 요소에 긍정적인 영향을 미쳐 주민의 범죄 두려움에 긍정적 영향을 미치는 것으로 나타났다. 따라서 최근 도입되고 있는 CPTED프로그램 중 범죄예방을 위한 지역사회물리적 요소의 증강은 주민의 범죄 및 범죄 두려움을 감소시켜 줄뿐만 아니라 지역사회 범죄예방을 위한 사회자본을 활성화해 주는 새로운 기제로써 지속가능한 지역사회 발전을 구축하는데 매우 효과적인 범죄예방 전략으로 판단된다.

영문 초록

This study is intended to understand how much the fear of crime is influenced by strategies of Crime Prevention Through Environmental Design, or CPTED, which have been introduced to control the threat of crime in the communities by modifying the disorderly physical environment and forming "defensible space". This aims to enhance the effectiveness of crime prevention and reinforce sustainable strategies through mobilization of concrete practice strategies and strategic tools for more effective adoption of CPTED. To this end, strategic constituents of CPTED are grouped into two categories：physical and social constituents. People from 8 areas currently designated for CPTED adoption and 8 nearby non-designated areas were surveyed using questionnaires to empirically analyze what these physical and social constituents have effect on. A total of 1,200 questionnaires were distributed. Data from 702 questionnaires returned valid were analyzed using SPSS 13.0K. The result shows that the physical constituents have great effect on the fear of crime while the social ones do not affect significantly. The physical constituents have positive influence on the social constituents, leading to positive effect on the fear of crime. Therefore, reinforcement of the physical constituents of CPTED can lead to a reduction in the fear and incidence of crime. As a new mechanism activating social capital for local crime prevention, this can also be considered a strategy for crime prevention which is highly effective for sustainable community development.
