반복피해사건에 대한 경찰의 점증적 대응 전략

국문 초록

일정기간동안 특정 개인 및 대상이 여러 번의 범죄피해를 입게 되는'반복피해'라는 범죄의 패턴이 알려지면서, 경찰이 범죄문제를 해결하는 방식에도 변화가 나타나고 있다. 범죄피해 경험은 후속 피해에 대한 가장 확실한 예측요소라는 점, 범죄피해 경험은 빠른 시일 내에 다시 한 번 범죄피해를 경험할 가능성을 높여준다는 점, 범죄가 빈발하는 지역은 기본적으로 반복 피해율이 높기 때문이라는 점 등은 반복피해사건의 해결을 통해 범죄를 예방할 수 있다는 사실을 경찰에게 인식시켰고, 이로 인해 반복피해에 대한 전문적이고 실용적인 다양한 대응 전략들이 모색되었다. 이 연구는 반복피해사건에 경찰이 효율적으로 대응하기 위해서는 경찰이 반복피해자들의 욕구를 정확하게 파악하는 한편, 피해자의 피해위험성에 따라 경찰의 대응수준을 점증적으로 확대시켜야 한다는 논지 하에 1980년대부터 반복피해문제를 연구하고 실무에 적용시킨 영국경찰의 성공 모델들을 검토하고, 이를 국내에 적용시키기 위한 정책적 방안들을 몇 가지 제시한 것이다. 경찰의 반복피해사건에 대한 대응력을 논의하기 위해서는 우선적으로 피해자에 대한 경찰의 인권의식 재고 및 반복피해에 대한 실증적 토대 강화가 선행되어야 할 것이고, 보다 구체적으로는 피해자의 후속피해 예방을 위한 피해자중심 범죄예방활동 실천, 반복피해자의 욕구에 근거한 경찰의 단계적 대응조치 모색, 반복피해 신고사건에 대한 통계정보 집계 및 통합 관리가 실행되어야 한다.

영문 초록

Much of researches have been proved the advantages of concentrating on repeat victimization as part of a crime control policy. There were a number of important results that victimization is the best single predictor of further victimization and the risk of another victimization increases with each repeated victimization, and a range of methods was adopted to develop repeat victimization response strategies of the police. A number of crime prevention efforts in the United Kingdom actually have been based on the prevention of repeat victimization. By using a graduated response strategy, police interventions can be changed in response to increasing victim's further risk, police can create a system of evolving intervention that match the level of response with the level of risk. This article has a main aims to explore the usefulness of repeat victimization as a crime prevention strategy for the police and introduce how the strategies could be worked practically, in searching some successful graduated response cases in the United Kingdom. The substantive implications of this study for the policing of repeat victimization incidents provides that the police must develop practical definitions and a appropriate systems for identifying repeats of repeat victimization within a broad theoretical framework ; the police must develop some form of graded response strategies to intervene and allocate crime prevention resources according to risk as determined by the number of prior victimizations.
