고객만족(CS)을 위한 경찰의 교육훈련 발전방안

국문 초록

현대 사회가 복잡해짐에 따라 전통적인 문제해결기제들이 한계에 부딪히면서 이를 대신하여 경찰의 사회적 서비스 역할이 확대되어 왔다. 이로 말미암아 고객지향적인 경찰서비스를 제공하기 위한 새로운 경찰활동의 도입이 요구되고 있다. 특히 우리나라의 경우 오늘날 경찰행정은 외부적으로 변화하는 치안환경하에서 국민들의 치안서비스의 질적 향상 요구와 경찰기능의 변화에 대한 새로운 경찰개혁의 요구에 직면해 있다. 이러한 환경 속에서 경찰조직이 적응하기 위해서는 새로운 지식과 기술을 습득해야 하며, 경찰조직이 환경변화에 대응하기 위해서는 신축적이고 유연한 조직구조와 변화뿐만 아니라 경찰공무원의 행태변화가 요구된다. 경찰조직은 새로운 지식과 기술에 대한 교육뿐만 아니라 환경변화에 대응하는 경찰공무원의 의식ㆍ태도 및 행동의 변화를 이끌어내기 위한 교육훈련 프로그램을 개발하여야 한다. 이에 경찰에서는'CS 품질향상 및 현장 CS 역량강화를 위한 2007년 고객만족치안행정 추진 계획'을 발표하였고,'고객만족 모니터센터 운영규칙'을 제정하는 등 고객만족을 위한 다양한 경찰활동을 전개하고 있다. 본 연구에서는 고객만족을 위한 경찰의 교육훈련 발전방안을 제시하기 위해서 현재 경찰에서 진행중인 고객만족 치안행정 추진과정과 경찰 교육훈련 현황을 살펴보았으며, 경찰조직에서 고객만족을 위한 경찰의 교육훈련 발전방안으로 첫째, 지속적인 서비스교육훈련 활성화, 둘째, TQM의 적용을 통한 교육훈련, 셋째, 고객만족을 위한 교육훈련 방향 설정, 넷째, 교육훈련 과정 개선을 제시하였다.

영문 초록

Since the traditional problem-solving mechanism faces its limit as modern society becomes complicated, the role of police for social service is expanding. As a result, it is required to introduce new police activity so as to provide customer-oriented police service. Especially, the police administration in Korea faces the new demand of police innovation for national requirement for improved quality of security service and alteration of police function under the externally changing security environment. The police organization needs to acquire new knowledge and technology so as to adapt to such environment. Further, elastic and flexible organizational structure and change as well as change in the patters of police official are required so that police organization may adapt to altered environment. The police organization should develop education and training program to lead to education for new knowledge and technology and the innovation of police official in consciousness, attitude and behavior reacting to the altered environment. Thus, police is carrying on diverse activities for customer satisfaction such as announcing '2007 customers satisfaction security and administration progress plan for CS quality improvement and enforcement of CS capability on the site' as well as 'operation rule of customers satisfaction monitor center.' This research investigates the theoretical background for customers satisfaction and education and training to present education/training development plan of police for customers satisfaction as well as the process to push forward customers satisfaction and security administration and the present situation of education/training in the police. Based on this, police organization presents education/training development plan of police for customers satisfaction, which is composed of the 4 following plans : first, activation of constant service and education/training, second, education/training by applying TQM, third, establishing the direction of education/training for customers satisfaction, fourth, the improvement of education/training process. Furthermore, it is essential to share the sophisticated propulsion strategy in the private sector and to constantly expand the education specialized in CS of external special consultants to all police departments so as to satisfy the expectation of the nation that experiences service level of private enterprise. Then, it is required to constantly make effort so as to settle CS culture in whole organization by fixing and internalizing CS through the process.
