재난관리에 대한 경찰공무원들의 인식분석과 정책적 함의

국문 초록

현대 경찰은 치안환경 및 국민생활의 변화에 새로운 좌표가 충분하게 검토되어야 할 것이다. 과거처럼 단순하게 법을 집행하는 것에 그치지 않고, 국민의 생명과 재산을 적극적으로 보호하여야 될 필요성이 제기되고 있다. 이러한 점에서 볼 때, 한국 경찰의 재난관리는 아직까지 소극적인 역할에 머물러 있는 실정이다. 이는 범죄예방 및 수사 문제는 경찰기관이 담당하고, 화재나 가스폭발 등 각종 재난예방 및 관리는 지방자치단체나 소방방재청의 역할이라는 사고에서 출발한다. 이러한 경향은 학계의 연구 경향에서도 여실히 나타나는데, 실제로 경찰관련 학회들의 연구논문 게재 주제를 보면, 경찰의 재난관리 분야에 대한 연구는 극히 적은 실정이다. 현재 한국 경찰의 직무집행을 규정하고 있는 경찰관직무집행법에서는 「위험발생 방지 조치권」을 명문화하고 있다. 여기서 위험발생 방지 조치권은 "위험 발생의 방지를 위하여 흥행장, 여관, 음식점, 역 기타 다수인이 출입하는 장소에 출입, 출입 후 질문, 경고, 제지, 피난 등의 조치 기타 보호 등의 활동을 하는 활동"을 말한다. 이와 같은 위험발생 방지 조치권을 국민의 생명과 안전을 보호하기 위한 경찰의 고유 업무로 인식하여 예방적인 차원의 적극적인 행사가 필요하다. 이러한 맥락에서 볼 때, 본 연구는 국민의 생명과 재산을 보호해야 하는 임무를 가진 일선 경찰공무원들의 재난관리에 대한 인식을 조사ㆍ분석함으로써 향후 한국 경찰 재난관리의 바람직한 방향을 제시하고자 한다. 이와 같은 본 연구의 목적을 달성하기 위하여 공간적 범위를 상인동 가스폭발사고, 대구지하철화재사고 등 크고 작은 재난이 많이 발생한 대구광역시를 선정하였다. 또한, 관련 문헌 및 보고서 등을 취합하여 연구하는 기술적 연구방법(descriptive approach)과 대구광역시에 근무하는 현직 경찰공무원들을 대상으로 경험적 연구방법으로서 설문조사를 실시 하였으며, 분석방법으로는 빈도분석(frequency analysis)을 주로 활용하였다.

영문 초록

Not so infrequently, unfortunately, the impact of either a man-made or natural disaster is compounded by the fact that policy makers have neither prepared themselves or the public to respond appropriately to a disaster once the tragedy has struck. Emergency management is the discipline and profession of applying science, technology, planning, and management to deal with extreme events that can injure or kill large numbers of people, cause extensive damage to property, and disrupt community life. When the primary function of government is to protect lives and property of citizens, emergency management should be included in the mainstream of public administration and many hazard counter-measures should be carried out for that purpose. But, police administration has generally been limited to a crisis-reactive management approach, whereas the seriousness of the situation demands a more proactive stance, specifically in the areas of mitigation and preparedness. Thus, it is important to improve the emergency management, to develop the techniques and methods for settling the emergencies. The purpose of this study is to investigate policemen' consciousness of the emergency management. It also intends to provide useful data for the establishment of total emergency management system in Korea. This study is methodologically based on the literature review, and the survey research(using data from 273 policemen in Daegu Metropolitan Police station. The summary of this study is as follows. First, in terms of the legal, the tentatively named basic laws of disaster measures that integrate the current disaster management law and basic law of civil defense should be established. Laws should be established to articulate recovery standards for man-made disasters like natural ones. Second, the tentatively named headquarters of disaster measures should be established which is dedicated to disasters and be under the direct control of the head in order to integrate the scattered disaster agencies and strengthen the coordination roles. Third, in the response phase, the integrated commanding system should be set up among the fire department, the police, the military and the private volunteer groups so that each of them will know what to do in their territory when a disaster takes place. The unified communication network and preliminary emergency communication network should be established among the disaster - related organizations and agencies. And the tentatively named center of volunteer service management should be founded to manage private volunteer groups and mobilized resources. Fourth, in the education and training programs should have more field and experience elements, the training center for disaster experience should be established, more researches should carried out on disasters, and more high-tech equipments should be secured. In terms of the resources factors, more manpower should be placed in the disaster department, and the position categorization system should be introduced for specialization of each sector of the disaster-related business.
