일탈적 태도의 유발요인으로서의 경찰 하위문화와 긴장

국문 초록

경찰 전문가들은 경찰의 조직구조와 업무환경이 스트레스나 심리적 쇠진과 같은 부정적 감정들을 유발한다고 지적하고 그러한 긴장을 극복하기 위한 하나의 방편으로 경찰 하위문화가 발전되어 왔다고 설명한다. 하지만 선행논의들은 경찰 하위문화 그 자체가 스트레스나 쇠진의 원인이 된다는 사실을 놓치고 있다. 또한 선행연구들은 그 부정적 감정들이 규범의식을 약화시키고 경찰활동과 관련된 다양한 불법행동의 중화기제로서 작용할 수 있다는 생각에는 이르지 못하고 있다. 더욱이 선행연구들은 스트레스나 쇠진에 주로 초점을 맞춰왔을 뿐, 경찰관들이 업무와 관련하여 경험하는 공격성이나 분노에는 크게 관심을 기울이지 못했다. 이 연구는 애그뉴의 일반긴장이론에 기대어 경찰관들이 업무와 관련해서 경험하는 긴장의 유발요인들을 밝혀내고, 긴장이 일탈적 규범의 수용이나 불법행동에 대한 허용적 태도를 유도할 수 있음을 논증하려는 것이다. 또한 경찰의 공식적인 이념과는 다른 층위에서 작동하는 경찰 하위문화 역시 긴장을 유발할 수 있고, 더 나아가 일탈적 규범의 수용과 경찰의 불법행동에 대한 허용적 태도를 야기할 수 있음을 밝히는 것도 이 글의 또 다른 목표이다. 분석결과는 부정적 자극에의 노출(동료와의 갈등)이 스트레스, 쇠진, 공격성, 분노를 유발하는 가장 중요한 요인으로 밝혀졌다. 뿐만 아니라 목표달성에의 실패 경험(기대한 목표와 현실과의 괴리, 목표와 관련된 평가방식의 불공정성)도 스트레스나 쇠진과 같은 부정적 감정들을 유발할 수 있는 것으로 나타났다. 애그뉴는 긴장유발요인으로서 긍정적 자극의 소멸을 강조했지만, 이 연구에서는 상사의 지지나 동료의 지지, 직무에 대한 만족, 직업에 대한 만족과 같은 긍정적 자극은 스트레스, 쇠진, 공격성 등을 완화시키는 효과가 있음을 확인하였다. 또한 경찰 하위문화의 몇몇 규범들도 긴장을 유발하는 또 다른 요인으로 작용한다는 사실이 밝혀졌는데, 특히 범죄통제 지향성과 성차별주의적 행위규범들이 스트레스와 쇠진 혹은 공격성과 분노를 야기할 수 있는 것으로 나타났다. 이러한 발견들은 애그뉴의 일반긴장이론이 경찰관들의 불법행동을 설명하는 데도 타당하다는 점을 확인시켜준다. 또한 이 연구에서 다뤄진 경찰 하위문화에 대한 논의들은 그 행위규범들이 사회규범 의식을 약화시키고 법집행 과정에서 야기되는 구성원들의 불법행동에 대한 부정적 태도를 완화시키는 중화기제로 작동할 수 있음을 시사하고 있다.

영문 초록

This study aims to identify the factors that have been associated with police officers' strain and negative emotions(such as job stress, burnout, aggression, anger), and examine the hypothesis that the strain will be enable to induce attitudes favorable to the violation of social norms and police enforcement laws. The second goal of this paper is to prove the fact that informal police subcultures are related to police officers' strain, and then negative emotions from strain is likely to produce the neutralization mechanism for illegal behaviors done while enforcing the laws. It seems to that research results support these hypothesis. According to the results, presentation of negative stimuli(conflicts with colleagues at work) is the most important cause to create strain or frustration in the police officer, which increases the likelihood of illegal attitudes and responses. Evidences from this study also support that goal blockage(strain as the disjunction between expectations and actual achievements, strain as the disjunction between just/fair outcomes and actual outcomes) is likely to be associated with increases in a variety of negative emotions, such as job stress and burnout. While Agnew pointed the removal of positively valued stimuli as stressors, this study found that positive stimuli such as support of a senior official, colleagues' support, and job/occupation satisfaction will contribute to alleviate stressful life. And this study finds some evidences that characteristics of police subculture act as a source of strain, and especially the behavior norms of strong orientation toward crime fighting and the accompanying sexism or gender discrimination will be caused to strain such stress, burnout, aggression, or anger. All these results from this study confirm that the general strain theory of crime and delinquency presented by Agnew give a validation to the explain for illegal behaviors of police officers committed during enforcing the law. And the discussions on police subcultures in this study suggest that these subcultures are likely to neutralize guilt consciousness for illegal behaviors in law enforcements.
