'지역사회에 기초한 범죄예방'에 관한 연구

국문 초록

최근 경찰, 검찰, 법원, 그리고 교정기관과 같은 형사사법기관은 범죄발생 이후 뿐만 아니라 그 이전에도 범죄를 예방하고자 노력을 하고 있지만 범죄관련 문제는 계속 심각해지고 있다. 그 동안 범죄를 통제하는데 있어서 경찰을 비롯한 형사사법기관이 실패했다는 것은 범죄를 다루기 위해서 선택하는 전략들이 적절하지 못했기 때문이다. 많은 사회학자들은 범죄예방에 있어서 '지역사회의 참여'가 유일한 접근법이라고 주장하곤 했다. 이것은 지역사회에 기초한 범죄예방 접근법은 범죄 문제의 뿌리를 다루고자 하지만, 많은 다른 범죄예방 프로그램들은 단지 그 증상만을 치료하기 때문이다. '지역사회에 기초한 범죄예방'은 지역사회 경찰활동의 가장 중요하고 궁극적인 목표라고 할 수 있다. 지역사회에 기초한 범죄예방은 이웃공동감시, 재물표시, 주택안전강화 등을 통하여 지역사회에게 범죄예방책임을 부여하고, 이웃 간의 상호작용을 강화하여 지역사회의 비공식적 통제능력을 향상시키고, 경찰과의 협력 속에서 친밀한 지역사회-경찰관계를 수립하게 한다. 지역사회에 기초한 범죄예방활동을 정확히 이해하기 위해서는 사회해체이론, 사회지지이론, 기회감소이론이라는 3가지 근거이론을 살펴볼 필요가 있다. 이러한 3가지 이론적 설명은 지역사회 범죄예방활동에 있어서는 갈등적이라기 보다는 상호보충적이다. 지역사회에 기초한 각종 범죄예방 프로그램에는 이웃공동감시, 시민순찰, 재물표시, 시민범죄신고 등이 있다. 한국의 경우에는 자율방범대와 범죄신고가 주로 이용되는데, 그 문제점으로서 전담부서의 부재, 지역사회의 조직화 미흡, 지역사회의 특성분석 및 전략개발의 부족, 공적 영역과 사적 영역의 협력 부족을 제시하였다. 지역사회에 기초한 범죄예방활동을 활성화하기 위해서 첫째, 전담부서의 신설과 관련하여 경찰서 생활안전과 내에 지역협력계를 신설하고 담당경찰관을 전문화하여야 한다. 둘째, 지역사회의 조직화와 관련하여 지역주민간 유대감을 증진하여야 한다. 셋째, 지역사회의 특성을 분석한 뒤 적절한 범죄예방전략을 개발하여야 한다. 넷째, 공적 영역과 사적 영역의 협력방안으로서 경찰-지역주민간 신뢰를 증진하고, 각종 정책을 적극적으로 홍보하여야 한다. 지역사회에 기초한 범죄예방은 물리적 환경에 대한 변화에 중점을 두기 보다는 오히려 지역주민들의 사회적 행동에 직접적으로 영향을 미치기 위한 개입이라고 생각된다. 지역사회에 기초한 범죄예방이 성공적이기 위해서는 지역사회, 대중매체, 경찰 등 다양한 요소들의 협력이 중요하다.

영문 초록

Recently, the criminal justice institutes like police, public prosecutor, court, correction have made effort for preventing crime as well as suppressing crime. But crime is getting worse. The strategies for answering to crime are not appropriate. Many sociologists insist that the only approach to crime prevention should be 'Community Participation'. Community-based Crime Prevention eliminate the root of crime, but many crime prevention strategies treat the symptoms of crime. 'Community-based Crime Prevention' is the most important and ultimate goal. Community-based Crime Prevention gives community an authority to prevent crime through Neighborhood Watch, Operation Identification, House Safety Strengthening; strengthen the mutual relation between neighbors; improve the irregular control of community; build up the intimate community-police relation. To understand community-based crime prevention, we know at least three theory - social disorganization, social support, opportunity reduction. These three theories are supplementary rather than conflicting. There are Neighborhood Watch, Citizen Patrol, Operation Identification, Citizen Crime Report as the main examples of 'community-based crime prevention' programs. In Korea, the voluntary crime prevention group and crime report are utilized chiefly. But relating to the problems, I insist the non-existence of exclusive department, the deficiency in community related organizations, the deficiency in community trait analysis and strategy development, and the deficiency in partnership between public sector and private sector. To activate the community-based crime prevention, First, we should establish the exclusive department and specialize the related police officers. Second, we should improve the close relation among neighbors. Third, we should develop the appropriate crime prevention strategies after analyzing the community traits. Fourth, we should improve the confidence between public sector and private sector, inform the policies to neighbors. For success in community-based crime prevention, it is important that community, mass media, and police cooperate together.
