범죄예방을 위한 CCTV의 효과적 활용방안

국문 초록

CCTV에 의한 감시는 우리의 일상생활에서 크게 증가하고 있다. CCTV가 범죄예방에 어느 정도 효과적인가에 대한 논쟁은 계속 중이지만 한 가지 확실한 것은 공공이 쉽게 접근할 수 있는 다양한 지역에 설치되고 있다는 것이다. 본 논문의 입장은 CCTV라는 신기술이 있다면 적극적으로 활용해야 한다는 것이다. 신기술을 활용하지 않고 방치한다기 보다는 적절한 법적 규제를 하면서 범죄예방에 적극 활용해야 하고, 이러한 신기술을 활용하는 Techno-Policing 혹은 Techno-Police가 되어야 한다는 것이다. 앞으로 10년이내에 감시기술을 더욱 발전할 것이고 이것을 경찰활동에 어떻게 활용해야 하며, 경찰조직과 활동은 어떻게 변화되어야 하는 가를 심각하게 고민해야 할 시점이 올 것이다. 이러한 관점에서 본 논문에서는 CCTV활용의 이론적인 배경을 검토하고, 외국에서 시행된 22개의 CCTV의 효과에 대한 평가연구를 검토하여 효과가 어느 정도인지를 살펴보고 시사점을 찾아내고자 한다. 그리고 한국의 상황과 문제점을 검토하여 효과적인 활용방안을 모색한다. 효과적 활용방안으로 기본방향과 선행요건은 개인의 정보인권은 보호되어야 하고, CCTV활용관련 법규가 마련되어야 하며, 시민의 동의와 지방 정부와의 협력을 통하여 CCTV를 설치할 수 있을 것이다. 더불어 CCTV의 성능과 환경, 설치가 적절하게 이루어져야 한다. 경찰의 기능별 활용방안으로 생활안전 및 지역경찰, 수사, 정보 및 경비, 경찰관의 안전과 감시부분에서 활용될 수 있다. 이에 따라 경찰조직과 활동이 CCTY라는 신기술에 저항한다기 보다는 적극적으로 수용하여 과거와는 다른 형태로 변화되어야 할 것이다.

영문 초록

Closed Circuit Television(CCTV) surveillance is an increasing feature of our daily lives. There is an ongoing debate over how effective CCTV is in reducingand preventing crime, But one thing is certain, its deployment is commonplace in a variety of areas to which members of the public have free access. There is no statutory basis for systemtic legal control of CCTV surveillance over public area. If public confidence in CCTV systems is to be be maintained there needed to some tighter control over their deployment and use. It is essential that the location of the equipmet is carefully considered, because the way in which images are captured will need to comply with the private protection principle. The Signs should be placed so that the public are aware that they are entering a zone which is covered by surveillance equipment. It is important that the images produced by the equipment are as possible in order that they are effective for the purposes for which they are intended to prevent and detect crime. Upon installation an initial check should be undertaken to ensure that the equipment performs properly. CCTV have the potential to transform not only how the police patrol the streets and gather evidence, but also how the police see themselves and, perhaps more importantly, how they see the public. The emergence of public area CCTV is indicative of a move towards new forms of policing. CCTV will enable the police to devote more resources to the patrolling of housing estates and problem areas outside towns, help reduce the danger to officers on the street by providing officers with detailed informations about the nature of the disturbance. With the introduction of public area CCTV, many police officers find themselves faced with the prospect of being watched and possibly recorded as they go about their daily routine on the street. This change affects the exercise of police discretion and the way the police respond to incidents in view of the cameras.
