청소년비행예방을 위한 結緣關係의 새로운 모델

국문 초록

청소년비행이 양적으로 증가할 뿐 아니라 질적인 측면에서 폭력화, 흉포화, 저연령화의 경향이 나타나고 있으며, 무엇보다도 소년범죄자 중에서 재범자가 차지하는 비율이 지속적으로 높아지고 있다는 사실은 우리나라 청소년비행의 심각성을 단적으로 보여주고 있다. 이에 따라 기존의 청소년비행을 다루었던 기본적인 접근방법 및 정책에 있어 일대 전환이 필요하다는 점이 꾸준히 제기되고 있으며, 그 방향은 대체적으로 예방중심 모델의 지향, 지역사회중심의 정책 및 민간부문의 참여확대, 비공식적인 사회관계의 적극적인 활용 등으로 모아지고 있다. 그러나 이를 실천할 수 있는 구체적인 전략 및 프로그램들이 아직 개발되지 못하고 있는 실정에 있다. 이러한 현실 하에서 본 연구는 미국에서 비행청소년의 선도보호를 위한 성공적인 프로그램의 하나로, 정부의 재정적ㆍ기술적인 지원을 받으면서 전국적인 규모로 실시되고 있는 멘터링 프로그램의 유용성 및 그 효과에 주목하여, 국내에 멘터링 프로그램을 체계적으로 소개하는 것을 일차적인 목적으로 하고 있다. 결론부분에서는 이에 대한 이해를 바탕으로 국내에서 멘터링 프로그램의 실행가능성을 검토하고, 이를 활용하기 위한 방안을 제시하고 있다.

영문 초록

A recent official statistics on juvenile delinquency show that the average age youth offender is becoming lower and lower, the ratio of violent offence is on the increase, juvenile recidivism is becoming higher and higher, and student offenders is on the increase. In response to juvenile delinquency, researcher and policy makers suggested future direction and tasks of the juvenile delinquency policy such as community-based programs, enlargement of civil participation, prevention-oriented programs, and the use of informal human relationship, but the specific strategy which practice the new policy don't establish . This study introduced the mentoring program for at risk youth and juvenile offenders of USA as one of the specific strategies. Mentoring program generally is defined as a one-to-one relationship between a pair of unrelated individuals, usually of different ages. Within this relationship, the mentor(adults) supports, teaches, counsels, and assists another the mentee (youth) on a regular basis over an extended period of time. programming. In the concrete, this study deal with theocratical and conceptual bases, a critical constituent element and types, method of putting the practice, and the characteristics of the mentoring program of BB/BS and JUMP. On the basis of understanding the mentoring program of USA, this study examined the actual condition and characteristics of the mentoring program which put in operation on a experimentally small scale and the feasibility of the mentoring program in Korea. This study suggested that the mentoring program need to extended at-risked youth while at school. And it suggested the device for extending the mentoring program nationally as a one of the alternative programs to the existing one-to-one emotional relationship program for juvenile offender.
