치안성과주의에 대한 실태와 개선방안에 관한 연구

국문 초록

최근 우리사회의 범죄양상은 광역화, 흉포화, 지능화하고 있어 시민의 생활에 심각한 범죄의 두려움을 야기하고 있다. 무엇보다도 현대 정보화 사회의 특징인 익명성과 이질성은 과거 전통사회가 가지고 있는 사적 공간에서의 범죄통제력을 약화시키고 있다. 이러한 전통사회의 범죄통제력이 상실되어 가고 있는 이 시기에 공적 범죄통제기관인 경찰의 역할에 대한 기대는 더욱 높아지고 있다. 이러한 경찰의 역할에 대한 기대는 경찰력의 조직에 대한 개혁을 의미하는 것이다. 2009년 4월부터 본격적으로 시행된 지역경찰의 성과주의는 보다나은 치안서비스를 제공하기 위한 경찰조직의 획기적인 개혁으로 평가할 수 있다. 이러한 지역경찰의 성과주의는 범인검거, 기본근무, 표창과 징계 등에 대한 가ㆍ감점으로 실적을 평가하여 우수지구대, 파출소를 선정하거나 팀별 평가를 하여 특별승진, 승급, 표창 등을 통하여 경찰조직과 경찰관들에게 업무에 대한 보상과 동기부여를 하는 데에 목적을 두고 있다. 하지만 성과주의 시행 이후 1년 6개월이 지난 현재 이에 대해 논란이 가중 되고 있다. 무리한 성과위주의 업무수행이 시민의 인권을 침해한다거나 경찰 조직의 사기 저하 및 세부적인 평가방법에 대한 구체적 문제점들이 제기되고 있다. 따라서 이러한 문제점들을 구조적 측면, 인권적 측면, 사기관리적 측면에서 현황과 원인을 진단하고 그 개선책을 도출하여 몇 가지 정책적 제언을 하고자 하였다.

영문 초록

As recent criminal trends in our society grow, not only in geographical impact, but in their ferociousness and intellectual strategy so does it threaten the live of our citizens. Above all, the anonymity and heterogeneity in modern information society weaken the crime control capability in the private sector. The role of the police as the official crime control organization becomes more crucial than in past years. In order to mitigate the loss of police crime control capability in our modern society police organization must reorm their missions. "The Local Police Outcome Evaluation Principle" (LPOEP) implemented in earnest as of April 2009 is hailed as an innovative reform to the police organization to provide better public security services. LPOEP estimates the performances of the local police on the basis of granting the addition of points or the deduction of points for criminal apprehensions and other police activities. Additionally, LPOEP awards special promotion, pay raise and/or citations to the police patrol units, police boxes and patrol teams which provide excellent service. The purpose of this system is to compensate and incentivize the police organizations and individual officers to do better police work. There is however tsome controversy with regar to one and half year old LPOEP namely excessive police activities which are alleged to invade the civil rights of citizens; a morale degeneracy amongst police organizations with regard to the application of LPOEP; and/or specific problems of the evaluation system itself. For these reasons, I composed the aforementioned essay to diagnose the current status of LPOEP, specially a review of its structural side, human right side and morale control side, Additionally I would like to draw improvement measures and suggest a few government policies as it pertains to LPOEP.
