경찰공무원의 조직정치지각이 직무태도에 미치는 영향

국문 초록

조직 내 개인에 대한 동기부여 및 조직의 발전을 위한 성과주의 문화는 긍정적인 영향을 주는 반면 과도한 결정 유발이나 구성원들 간의 갈등과 같은 부정적인 요소에 영향을 주기도 한다. 이와 같은 부정적 요소로 인해 발생되는 결과로서 대표적인 것은 최근 경영학이나 행정학에서 연구되고 있는 조직정치 지각을 들 수 있다. 경찰 역시 성과평가로 인해 부정적 측면들이 다양한 연구들을 통해 제시되고 있다는 점에서 이 연구는 경찰공무원의 조직정치에 대한 지각이 직무만족이나 조직몰입과 같은 직무태도에 영향을 미치는 지를 살펴보는 것을 목적으로 한다. 이를 위해 서울, 충남, 울산지역의 경찰공무원들을 대상으로 자기보고식 설문조사를 실시하였고, 회수된 설문지를 바탕으로 빈도분석, 타당도 및 신뢰도 분석, 상관관계분석, 다중회귀분석을 실시하였다. 분석결과 조직정치 지각의 하위변수인 동료행동의 경우 직무만족과 조직몰입에 부분적으로 부적(-)영향을 나타낸 반면, 조직정치지각의 하위변수인 상사행동은 직무만족과 조직몰입의 일부에 정적(+) 영향을 미치는 것으로 나타나 선행연구들과는 차이를 보였다. 이러한 결과는 측정도구와 변수 그리고 연구방향이 다르긴 하나 조직정치라는 조직 내 하나의 현상에 대한 조직구성원의 지각에 있어 동료행동에 대해 부정적으로 나타났다는 점에서 경찰조직 내 동료간 연구에도 관심을 기울일 필요가 있을 뿐만 아니라 조직정치지각을 낮출 수 있는 전략적인 인사관리 및 조직관리 방안이 필요하다.

영문 초록

Performance-based culture has not only positive effects for individual motivation and organizational development of the organization, but also negative effects such as excessive choice induction and conflict among the members. Recently, many researches in the field of business administration and public administration regard perception of organizational politics as a result of negative factors in the organization. Many studies also brought up negative effects of performance evaluation in police. The aim of study is to study how police officer's perception to organizational politics affects the job satisfaction and organizational commitment. For the study, police officers in Seoul, Chungnam, Ulsan were offered self-report questionnaires, and the result was analysed though frequency analysis, validity and reliability analysis, correlation analysis, and multiple regression analysis. The result showed that perception of organizational politics(co-worker action) has partly negative effect on job satisfaction and organizational commitment. However, leader action, sub-variable of perception of organizational politics, turned out to have somewhat positive effect on job satisfaction and organizational commitment, which is different from the precedent studies. This result showed, as to organizational politics, members of police organization have negative attitude to co-worker action rather than leader action, which arises the necessity of follow-up studies on relationship between peers in police organization.
