박근혜정부의 치안정책 기본방향과 개혁과제

국문 초록

우리사회의 범죄문제가 심각하고 경찰의 대응이 완벽하지 않았음에도 불구하고, 지난 정권의 국가의제 설정에 있어서 상대적으로 주목받지 못한 것이 사실이다. 하지만 급증하는 범죄문제는 대다수 국민들에게 많은 두려움과 충격을 주고 있다. 따라서'새로운 사회적 위험사회(New Social Risk Society)'에 대응하는 정부의 적극적 치안정책을 추진할 필요성이 대두되고 있다. 본 연구에서는 박근혜정부의 치안정책 기본방향을 제시하기 위해서 역대정부의 치안정책과 역대 경찰청장의 캐치프레이즈와 지휘지침 현황을 분석하였다. 이를 통해서 박근혜정부의 치안정책 기본방향으로'경찰의 정치적 중립화 방안과 민주적 정당성 확보방안'⇒ 사회갈등과 사회양극화에 따른 범죄문제를 해결하기 위한'새로운 치안정책 기본방향 수립'⇒ 새로운 사회적 위험(New Social Risk)에 대응하는'적극적 치안정책 추진조직 마련 및 경찰전문화'를 제시하였다. 그리고 박근혜정부의 치안정책 개별 개혁과제를 현황분석 및 문제점 검토를 통해서 도출하였으며, 이를 통해서 다음과 같은 정책과 개혁과제를 제언하였다. 첫째,"G20국가의 위상에 걸맞는 선진 경찰상 구현"이라는 정책을 제시하고 개혁과제로'경찰의 날 변경'에 의한 경찰의 민주적 역사성과 정통성 확보 과제와'치안위원회 설치'와'경찰청장 외부임용제'도입 과제를 제안하였다. 둘째,"행복한 삶을 보장하는'선진화된 범죄안전망 정책'의 구축"이라는 정책을 제시하고 개혁과제로 대통령 직속'사회안전위원회를 통한 5개년 치안정책의 수립'과제와 경찰 관할 구역 조정에 의한'행정통합 치안서비스체제의 구축'과제를 제안하였다. 셋째,"국민행복을 위한 미래지향적 치안시스템 구축"이라는 정책을 제시하고 개혁과제로 경비ㆍ정보ㆍ보안부서 통합에 의한'선진화된 사회치안국'으로 재설계'과제와 새로운 사회적 위험에 대응하기 위한'경찰전문화 제도 도입'과제를 제안하였다.

영문 초록

This article is a prime study in the cardinal direction of the Police Policy and Reform Agenda for the Park Geun Hye Government. Performance and limitations of government's police policy are reviewed and future tasks of the next government are presented. Ever police commissioner moved in the political direction but there was insufficient police policy for crime problems. The conclusions of this study is summarized as follows. Firstly, this article suggest an advanced police image for the G20 nation's position. A current police image is different from the ancient police image. Secondly, the police policy takes issues of the advanced crime safety net about police administration, detection techniques, criminal psychological and social issues, types of crime and legal questions. Thirdly, the idea for the people contribute to modernize the police organization and police system. In organizing the future oriented police system building on policing, two kinds of policies seem useful. One would focus on the social security units given responsibility for social safety-focused activities. Other would focus on the police special system given responsibility for New Social Risk. This study comparatively analyzed the police policy and the catchphrase of the current and ever government. Ever police commissioner moved in the political direction as a result, there was insufficient police policy for crime problems. The police policy and reform agenda have to play the principal role in neutralizing the police and preventing the crime.
