9.11테러 이후 미국의 공항 보안검색과 경찰활동에 관한 연구

국문 초록

현대사회는 항공산업의 발전으로 급격히 국제화가 이루어졌으며, 컴퓨터와 IT 산업의 발전은 이러한 경향을 더욱 가속화 시켰다. 이처럼 항공산업의 발전으로 비행기가 보편적인 교통수단이 되면서 공항 보안검색의 문제점은 더욱 부각되고 있다. 공항 보안검색(Airport Security Check)은 1960년대 후반 항공기에 대한 공중피납이 발생하면서 발전하기 시작하였다. 더욱 안전하고 편리한 고객 서비스를 제공하기 위한 노력이 있었음에도 불구하고 항공테러는 지속되고 있다. 특히 9.11테러는 상상을 초월한 항공기 사고로서, 그 이후 미국을 시작으로 공항 보안검색에 대한 개선과 강화의 필요성이 강력히 제기되었다. 최근 공항경찰활동의 경향은 국가 기관의 감독 하에 사(私)경찰이 중심이 된 경향을 보이고 있다. 또한 첨단 장비의 개발과 도입에 박차를 가함은 물론 보안관련 예산의 증액 등 공항 보안활동의 중요성이 더욱 강조되고 있다. 본 연구에서는 9. 11테러의 피해 당사국인 미국의 최근 공항 보안검색 현황을 살펴보고, 한국의 인천국제공항의 보안검색 실태와 비교 분석하여 항공안전성 확보를 위한 경찰활동을 고찰하고자 한다. 본 연구는 샌프란시스코국제공항(SFO), 오클랜드국제공항(OAK), 산호세국제공항(SJC)과 로스엔젤스국제공항(LAX) 등 미국 내 4곳의 공항과 한국의 인천국제공항의 보안검색 실태분석에 중점을 두었다. 연구기간은 2004. 7. 26일부터 2005년 2. 20일까지로 하였다. 연구 방법은 연구범위에 포함된 미국 내 공항과 인천국제공항을 방문하여 승객과 승무원, 항공사 직원, 보안검색요원 등을 대상으로 인터뷰와 설문지 조사를 하였으며 연구 결과는 다음과 같다. 첫째, 보안검색을 하는 이유의 인지 정도는 미국 내 공항의 88.1%의 응답자와 인천국제공항의 내, 외국인 응답자 93.4%가 "이유를 안다"고 답변 하여 인천국제공항이 높은 결과를 보였다. 둘째, 항공기 탑승시 구체적으로 휴대 금지된 물품을 아느냐는 질문에 대하여 미국의 공항에서는 62.5%의 응답자가 "무기류", 24.5%가 "화기성물질" 등이라고 구체적으로 기재하였으나 내국인의 응답비율은 무기류 56.8%, 화기성물질 16.1% 등으로 나타나서 미국의 경우보다 저조하였다. 셋째, 보안검색의 강도(수준)에 대하여 미국 내의 설문에서는 "매우 강하다"는 13.9%, "강하다" 37.1%, "그저 그렇다"는 45%로 나타났다. 인천국제공항의 설문에서는 내국인 72.3%, 외국인 70.3%가 "매우 강하다"와 "강하다"고 응답하여 우리나라의 보안검색 강도는 미국의 경우보다 높은 것으로 체감하고 있었다. 넷째, 보안검색요원의 친절도에 대한 설문 분석 결과는 미국에서는 불친절하다는 응답은 없었고 "매우 친절하다", "친절하다"는 응답이 65.9%로 나타났다. 인천국제공항에서는 내국인 이용자의 45.5%, 외국인 응답자의 80.6%가 "매우 친절하다" "친절하다"고 응답하였다. "그저 그렇다"는 비율도 내국인 33.1% 외국인 18.9%에 달했으며 내국인 응답자의 4.7%는 "매우 아니다"라고 응답한 반면 외국인 응답자는 미국과 마찬가지로 단 한명도 없어서 보안검색과정에 대해서 외국인 대부분은 친절하게 생각하는 반면 내국인은 많은 인원이 불친절하게 느끼는 것으로 분석되었다. 다섯째, 보안검색 시설, 장비의 현대화 정도에 대한 견해를 묻는 질문에서 미국내의 응답자 85.1%가 "매우 현대적"이거나 "현대적"이라고 응답하였으며, 한국에서는 내국인 이용객 9.7%가 우리 시설, 장비가 "매우 현대적"이라고 느끼는 것으로 응답한 반면, 외국인 응답자의 35.6%가 우리의 시설이 "매우 현대적"이라고 응답하여 결과적으로 80%가 넘는 외국인이 우리나라 공항의 시설과 장비를 현대적인 것으로 체감하고 있었다. 여섯째, 검색 장비의 오작동 경험 유무에 대한 질문에서 미국 내의 경우는 74.3%가 "경험이 없다"고 응답하였다. 한국에서 실시된 설문조사에서도 내국인 89.1%, 외국인 73.9%가 "경험이 없다"고 응답하여 큰 차이가 없는 것으로 분석되었다. 그러나 국회에 제출된 자료에서는 오작동율이 높은 것으로 나타났다. 일곱째, 보안검색과 관련한 홍보를 접한 경험이 있느냐는 질문에 대하여 미국내 응답자의 71.8%, 한국 내에서는 외국인 응답자의 74.8%, 내국인 21.4%가 경험이 "있다"로 대답하여 내국인이 외국인 보다 저조하였다. 관련 홍보를 접한 유형에 대하여 미국 내의 설문에서는 66.9%가 TV등 언론매체를 통하여 접했다고 응답하였으며 국내에서 실시한 설문조사에서도 외국인의 42.9%가 TV등 언론매체라고 응답하였다. 선호하는 홍보유형을 선택하라는 질문에 대하여는 미국 내에서는 "항공편 예약시"가 51.5%를 차지하였고, 우리나라에서 실시한 설문에 응답한 내국인의 경우 "항공편 예약시"가 29.6% TV등 "언론매체"가 24.1% 등으로 나타났으며 외국인은 "공항 내 게시판" 4

영문 초록

Modern society of the world has been globalization rapidly and the technological advancement of computer and IT industries are making great contributions to this trend. In this manner, as the airplane is becoming a more common vehicle used by people in general with the development of airplane industry, the more weak points of airport securities are revealed. Airport Security Check has developed since 1960s when airplane hijacking started. Though being endeavored to seek Airport Security Check to provide safer and more convenient customer services, airport terrors have been occurred continuously. Especially, 9.11 terror astonished entire world with unimaginable airplane terror, and necessity about improvement and reinforcement of Airport Security Check has been suggested strongly from America after 9.11 event. Recently, the private police play a central role in Airport Police Activities under Government supervision. Moreover, the importance of Airport Security Check has been stressed to develop advanced equipment and high technology as well as to increase budget. This research attempts to suggest the effective way of airport police activity to obtain aviation safety by assessing the present situation of the security level in America where was suffered heavily from 9.11 terror, and by comparing the information with that of Incheon International Airport This research focused on San Francisco international Airport, Oakland international airport, San Jose International airport and Los Angeles International airport in America and Incheon international airport in Korea. The research period was from July 26, 2004 to February 20, 2005. To obtain above purpose, this research used a questionnaire to passengers who went through security screening at those airports and a questionnaire and an interview to airport employees, the airport police, and airport security employees in those airports. The results of the research are followings.: 1. The degree of perception about the reasons for airport security check felt by the passengers 88.1% of participants in American international airports and 93.4% of Korean participants in Incheon international airport knew the reason why the airport security check is conducted, and Korean percentage is higher than American percentage. 2. The degree of knowledge about prohibited belongings to bring into airplane In American international airports, passengers elaborated on 62.5% to weaponry, and 24.5% to fire materials that they couldn't bring into airplane. Korean passengers in Incheon international airport described 56.8% to weaponry, and 16.1% to fire materials that they couldn't bring into airplane, therefore Korean percentage is lower than American percentage. 3. The intensity of airport security check In American international airports, 13.9% passengers described the intensity of American airport security to "very strong", 37.1% to "strong", and 45% to "moderate". In Incheon international airport, 72.3% Korean passengers described the intensity of airport security to "very strong and strong", 70.3% foreign passengers described "very strong and strong", so the security intensity of Korean airport was analyzed stronger than that of American airport. 4. The kindness of airport security check process In American international airports, 65.9% passengers answered the kindness of airport security check process to "very kind and kind", and there was no passengers who replied it to "very unkindness" In Incheon international airport, 45.5% Korean passengers and 80.6% foreign passengers replied "very kind and kind", 33.1% Korean passengers and 18.9% foreign passengers replied "moderate", and 4.7% Korean passengers described very unkind about the kindness of airport security check process.
